Executive Director
The Virginia Birth-Related Neurological Injury Compensation Program was created by Virginia law and designed to support families whose children have experienced life-changing birth injuries. The Program is funded by physicians, hospitals, and insurers to ensure families receive lifetime support and care.

The Executive Director serves as the chief executive officer of the Virginia Birth-Related Neurological Injury Compensation Program. Administers the Program in accordance with the Virginia Birth-Related Neurological Injury Compensation Act (Va. Code § 38.2-5000 et seq.). The position is governed and reports directly to a gubernatorial appointed Board of Directors. This highly visible leadership role is responsible for the day-to-day administration, strategic direction, and overall management of the organization.
The Executive Director provides visionary leadership, operational oversight, and organizational stewardship to ensure the Program fulfills its mission to serve children and families with compassion, dignity, and long-term partnership. The role requires strong executive leadership, sound judgment, and the ability to manage complex legal, financial, and programmatic responsibilities. The position is exempt under the Fair Labor Standards Act (FLSA).

The Program is committed to a family-centered model of service that prioritizes dignity, accessibility, trust, and lifelong partnership with participating families. The Executive Director ensures that all policies, programs, and services reflect an understanding of the lifelong impact of birth-related neurological injury and support families through collaborative, respectful, and responsive engagement.
The Executive Director demonstrates understanding of trauma-informed practices and their application to serving families participating in the Program. Services, communications, and decision-making must promote stability, empowerment, and long-term well-being.
The Director will promote and implement a family-centered and trauma-informed approach across all program operations and services.
Duties and Responsibilities
Leadership
Articulate and implement the vision, strategic direction, and organizational priorities of the Program.
Promote a culture of accountability, compassion, innovation, and service excellence.
Provide executive leadership that inspires confidence among families, staff, and stakeholders.
Provide leadership for financial management in coordination with the Board, the Investment Committee, and other Board committees.
Board of Directors
Partner with the Board in governance, strategic planning, and organizational oversight.
Support and strengthen Board engagement and committee work.
Prepare agendas, reports, and briefing materials for Board meetings.
Maintain clear role distinction and alignment between the Board, Chair, and Executive Director.
Implement Board policies and strategic direction.
Financial Management
Provide leadership and oversight of all financial operations, including budgeting, cash flow, reporting, and audits.
Prepare and manage program budgets and financial plans.
Ensure fiscal integrity, transparency, and compliance with applicable requirements.
Ensure appropriate financial controls, risk management practices, and internal checks and balances across all program financial operations
Human Resources
Ensure effective human resource systems, including recruitment, retention, performance management, and compliance.
Lead organizational development and staff engagement initiatives.
Ensure compliance with employment laws and reporting requirements.
Operations and Technology
Oversee operational planning and implementation of organizational strategies.
Ensure appropriate technology systems are in place for efficiency and effectiveness.
Ensure vendor compliance with contractual and regulatory requirements.
Programs and Services
Ensure all services are delivered using a family-centered and trauma-informed approach.
Provide operational leadership for program implementation and service delivery.
Ensure participants and stakeholders understand the Program’s role and long-term commitment to families.
Legal Coordination
Works closely with the Virginia Office of the Attorney General, which represents the Program in legal matters, and coordinates with the Attorney General’s Office or designated outside counsel as appropriate.
Coordinate with legal counsel regarding claims, litigation, statutory interpretation, and regulatory compliance.
Ensure organizational actions align with governing statutes and legal requirements.
Community and Stakeholder Relations
Maintain strong relationships with families, providers, hospitals, physicians, and stakeholders.
Communicate program information through reports, public communications, and outreach.
Promote transparency and public trust.
Compliance and Best Practices
Establish systems to monitor compliance with state, federal, and regulatory requirements.
Maintains strict confidentiality and follows privacy protections consistent with HIPAA guidance where appropriate
Stay informed on emerging practices and trends related to birth-related neurological injury.
Qualifications
Executive-level leadership experience.
Experience working with and supporting governing boards.
Demonstrated success leading complex organizations and teams.
Commitment to serving individuals with birth-related neurological injuries or related conditions.
Strong organizational and strategic management skills.
Entrepreneurial and action-oriented leadership style.
Understanding of trauma-informed care principles.
Education and Experience
Master’s degree in business, public administration, health sciences, law, a related field, or equivalent graduate-level education and training.
Minimum of 8 years senior leadership experience in management, finance, healthcare, or related field.
Experience in nonprofit, government, or regulated environment preferred.
Experience working in diverse and inclusive environments.
