Founded in 1940, the Norfolk Redevelopment and Housing Authority (NRHA) provides low-income families in Norfolk, Virginia with safe and well-maintained housing. It also plans and administers large-scale residential redevelopment programs within Norfolk.
NRHA is an award-winning public housing authority that has been effective in obtaining private investment partners to fund new neighborhoods; improving low-income public housing; planning and building mixed-income communities; and offering programs that support residents receiving rental assistance on their path to self-sufficiency. Summary
NRHA is seeking qualified candidates for Staff Accountant positions at varying levels (I, II, and III) to support its finance department. These roles contribute to the accuracy, integrity, and compliance of the organization's financial operations. Applicants will be assessed and considered for the appropriate level based on their qualifications and experience.
Essential Functions (Responsibilities increase in complexity by level)
- Maintain accurate and organized financial records.
- Prepare journal entries and reconcile general ledger accounts.
- Assist with monthly, quarterly, and annual closings and financial reports.
- Support internal and external audits by preparing necessary documentation.
- Input data into financial software systems accurately.
- Monitor budgets and expenditures for compliance with HUD and other funding agencies.
- Assist with grant accounting, cost allocations, and fund reporting.
- Ensure compliance with internal controls and accounting procedures.
- Train or mentor junior accounting staff (II/III).
- Perform financial analysis and complex reconciliations (II/III).
- Manage fixed asset accounting and depreciation schedules (III).
- Lead or oversee month- and year-end closing activities (III).
- Coordinate or prepare HUD and other regulatory reports (III).
- Provide financial insights to management and support strategic planning (III).
- Perform other administrative and financial tasks as assigned.
Education & Experience Requirements
Staff Accountant I
- Associate's or Bachelor's degree in Accounting, Finance, or related field.
- 0-2 years of accounting or finance experience (public sector experience is a plus).
Staff Accountant II
- Bachelor's degree in Accounting, Finance, or related field.
- 2-4 years of progressively responsible accounting experience, preferably in a public housing agency or nonprofit setting.
Staff Accountant III
- Bachelor's degree in Accounting, Finance, or related field required; advanced degree preferred.
- 5+ years of accounting experience, including in HUD-funded or public sector programs.
- Leadership and supervisory experience preferred.
Equivalent combinations of education and experience will be considered.
Knowledge, Skills, and Abilities (Progressively advanced with level)
- Knowledge of GAAP, fund accounting, and financial reporting.
- Proficiency in Microsoft Excel and accounting software (Yardi, Emphasys, or similar preferred).
- Strong attention to detail and high accuracy.
- Excellent analytical, organizational, and problem-solving skills.
- Ability to manage multiple priorities and meet deadlines.
- High integrity and discretion when handling sensitive financial data.
- Strong written and verbal communication skills.
- Experience with grant reporting, budget monitoring, and compliance (II/III).
- Ability to mentor and train junior staff (III).
- Familiarity with HUD regulations and public sector financial practices (II/III).
- Experience preparing audit schedules and regulatory filings (III).
Physical Demands/Work Environment
While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 20 pounds. Job may require depth, color, and texture perception.
