Policy Planning Manager III

Direct resources necessary for developing and conducting policy and legal research and analysis in all areas of VDOT operations. Direct, research, develop, implement and evaluate complex local, state and national issues which affect transportation policies, plans, regulations and legislation. Provide policy analysis and research to the Commonwealth Transportation Board. Represent VDOT and act as a liaison on complex policy, planning, regulatory and legislative matters. Responsible for leading and managing all aspects of the assigned program(s) across the agency at the Statewide level. Serve as an expert and advisor to the Executive management team and ensure agency programs are in compliance with all applicable federal, state, and local laws and regulations. Responsible for the development and maintenance of policies and procedures in alignment with the agency's goals.

How you will contribute:
  • Business Processes: Provide day-to-day leadership, support the Chief and lead, direct and manage the division programs to streamline VDOT operations by systematically providing evaluations of critical policies, procedures, functions, and processes to ensure VDOT operations are effective, efficient, and result in meeting critical division and agency goals and objectives.
  • Coordination and Policy Functions: Act for and in support of Executive Management and agency goals in relation to assigned program area. Consult with varying levels of staff regarding contractual and compliance issues, policy, processes and procedures. Expertly advise leadership on all assigned matters after conducting a comprehensive review of all factors presented by staff.
  • Division Management: Plan and direct the work of the Governance and Legislative Affairs (Policy) Division, delegating responsibilities efficiently and providing opportunities to grow talents within the team.
  • Functional and Day to Day Leadership: Provide strategic and fiscal accountability and leadership regarding assigned functions. Manage a team of highly trained professionals and utilize the team's strengths to meet the goals of the agency.
  • Legislative Process: Lead, direct and manage the legislative process within the Department. Prepare or oversee preparation of legislative proposals based on sound reviews of VDOT policies and procedures and the Code of Virginia, work with the Secretary and Governor's Offices to prepare legislative packages, etc. representing final positions of VDOT and or Governor's Office; lead the team responsible for the educational process for bills affecting VDOT directly and indirectly, as well as those affecting transportation overall; serve as lead liaison to General Assembly and committees and facilitate testimony for other VDOT committee representatives; manage the communication process to ensure open lines of communication during the session. Lead, direct and manage the legislative study process within the Department. Prepare or oversee preparation of, vetting and submission of legislative studies through executive leadership.
  • Policy and Governance Management: Manage the complex governance, policy, legislative and regulatory initiatives and studies with impact to the Commonwealth’s Transportation programs. Serve as an executive consultant to the agency regulatory process and programs. Serve as a liaison with Attorney General’s Office and Secretary’s Office as appropriate.

  • Demonstrated ability to work effectively with federal and state legislators, local elected officials, regional agencies, executives, and other state agencies.
  • Extensive knowledge of research and evaluation analyses, techniques, and methodologies including theories, assumptions, quantitative and qualitative principles, practices, and procedures.
  • In-depth knowledge of state government organizations, functions, and transportation systems, operations, and procedures.
  • Knowledge of FOIA and Intellectual Properties laws and regulations.
  • Knowledge of agency operational functions, as well as policy, legislative, legal and regulatory processes in government operations.
  • Knowledge of legal analysis.
  • Knowledge of research techniques and methodologies to include quantitative and qualitative analyses.
  • Knowledge of strategic planning practices and procedures to include goal setting, objective development and performance measures development.
  • Knowledge of strategic policy analysis, performance measurement processes and analytics, research and evaluation techniques.
  • Knowledge of transportation issues at national, state and local levels.
  • Proven ability to lead diverse teams to successful results.
  • Proven skills in oral and written communications and development and presentation of complex and sensitive reports and presentation materials.
  • Skill in the use of computers and software applications.
Minimum Qualifications:
  • Ability to identify and analyze VDOT's business needs and develop plans to meet them.
  • Ability to work effectively with federal, state legislators, local elected officials, regional agencies, executives, and other state agencies.
  • Experience with transportation issues at national, state and local levels.
  • Knowledge of agency operational functions, as well as policy, legislative and regulatory processes in government operations.
  • Skill in the use of computers and software applications.
Additional Considerations:
  • Experience in regulatory, federal and Commonwealth legislative processes.
  • Experience managing functional areas in a complex government or corporate organization with multiple locations.
  • Extensive experience in developing and conducting complex policy analysis to include legislative studies and legal interpretation related to policy issues and FOIA.
  • Progressively responsible experience managing planning, policy, and legislation.
