Position Summary
CyberData Technologies is seeking a Proposal Manager – AI Integration to lead cradle-to-grave proposal efforts while advancing the company’s next-generation proposal processes. This role manages federal proposal development from RFP release through submission, ensuring compliance, quality, and competitiveness. In parallel, the Proposal Manager will champion the responsible integration of AI-enabled workflows — positioning CyberData to keep pace with the government’s increasingly accelerated timelines while maintaining the highest standards of rigor.

Responsibilities

• Lead full lifecycle proposal management for assigned opportunities, including schedules, kickoffs, compliance, content management, reviews, and final delivery.
• Collaborate deeply across teams — including SMEs, technical writers, editors, business development, and contracts — to produce compelling, compliant, and competitive proposals.
• Integrate and refine AI-enabled workflows that augment proven proposal practices, such as:
• Drafting and editing assistance
• Compliance matrix automation
• Past performance tailoring
• Resume parsing and formatting
• Proposal content reuse and versioning
• Own and maintain the company’s AI Proposal Playbook, including prompt libraries, compliance frameworks, and reusable content libraries, ensuring repeatability and quality control.
• Drive proposal velocity in alignment with market realities: ensure early drafts are available quickly (24–48 hours post-release) to support iterative review and refinement without sacrificing compliance or quality.
• Translate AI tool outputs into compliant, persuasive content, guiding teams in responsible adoption and process innovation.
• Report and track proposal performance metrics, including throughput, cycle times, and win rates.
• Partner with the VP of Proposals and cross-functional stakeholders to ensure consistency across submissions, balancing speed with compliance rigor.
• Lead and contribute to continuous improvement of tools, templates, and best practices for proposal development.

Qualifications

• 5+ years of federal proposal management experience (Shipley or equivalent methodology preferred).
• Demonstrated experience leading cradle-to-grave proposals, including complex IDIQs and task orders.
• Familiarity with AI tools in the proposal development lifecycle and a strong interest in advancing these capabilities (e.g., ChatGPT/Claude for drafting, ProposalHelper for compliance, Writer/Grammarly for clarity, AI resume tools for formatting and optimization).
• Strong organizational, communication, and leadership skills; proven ability to lead cross-functional teams under tight deadlines.
• Proficiency with proposal collaboration tools (SharePoint, Teams, etc.); experience with AI-enabled writing platforms preferred.
