What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. The Smithsonian Institution, Undersecretary for Science & Research, National Air and Space Museum, Department of Space History, History of Military and National Security Space, is responsible for educating the public about the development of aviation and spaceflight. The museum collects, preserves, and displays aeronautical and spaceflight artifacts of historical significance. It serves as a repository for scientific and engineering equipment and data that pertains to the development of aviation and spaceflight. It provides educational material for the historical study of aviation and spaceflight.
The incumbent serves as an Information Technology Specialist (Network), GS-2210-12, within the Business Operations and Technology Directorate, Information Technology Department, which is responsible for providing information management, parking operations technology, parking operations technology planning, network, electronic mail, Telecommunications, Office Automation, SharePoint, VOIP telephone, and system administration services to support the staff of the National Air & Space Museum at the Udvar-Hazy Center in Chantilly, Virginia, National Mall Building in Washington, DC, and Paul E. Garber facility in Suitland, Maryland

DUTIES AND RESPONSIBILITIESInformation Systems Networks and Security
- Facilitates routine to complex projects and assignments responsible for integrating Local and Wide Area Networks used throughout NASM institutions that are interconnected with the SI. Responds to networking issues that require testing interoperability prior to deployment within the NASM architecture.
- Serves as a senior IT Specialist and system security officer. Responsible for the day-to-day management and operation of the electronic mail and network administration, enforcing network and information security, network connectivity, Internet, Distance Learning, Telecommunications service, VOIP telephone service and Interactive Exhibits systems.
- Responsible for 24/7 on call response to service interruptions/system outages. Diagnosis, troubleshoots, and develops solutions that can be implemented to restore service interruptions.
- Reviews request for IT hardware/software and services received from functional proponents.
- Responds to technical support inquiries that are highly complex requiring accessing various networked systems, platforms, and components. These issues routinely effect multiple end-users and requires immediate and timely responses.
Information Management
- Utilizes a suite of IT products and solutions to include Microsoft Exchange Outlook e-mail system, Mixture of Windows 11 and Apple OS professional computers, Microsoft Surface and Dell hardware and MS Office 365 and cloud solutions, installation and management of TCP/IP Server
- Environment, LAN/WAN troubleshooting, VPN, hub and CISCO Router Configuration and Operation, Internet, WEB Page, Installation of Network PC, and technical understanding in PC Configuration, Troubleshooting and Maintenance; and understanding user friendly database, COTS software.
- Designated information technology liaison with the Office of the Chief Information Officer, sufficient to represent NASM in technical discussions concerning information technology operations, network management schedules (outages, updates, service disruptions), and external support needed to facilitate strategic IT initiatives.
Technical Competence
- Proficiency in laying cable to facilitate networking connectivity and the use of Architectural Drawings using AutoCad or Microstation or other standard vector software that allows for planning and installation of Copper and Fiber Optic cables.
- Designated oversight of various building technological infrastructure such as Public Address Systems; Electronic Video Distribution Systems; and a Network of Digital Signage that display informative material concerning staff, way finding, institutional exhibits and collections.
- Provides technical requirements, system specifications, and other expertise necessary to specify and advocate for resources needed to support information technology networks, which is used to prepares statements of work, request for information, and requests for proposals during formal contracting and acquisition initiatives with various vendors.
- Conducts network analysis and assessments to define computing requirements and methodologies to evaluate vendors and their strategies, plans, and proposals to support NASM network and information technology operations.
- Coordinates with, and/or advises museum residents from other SI agencies (i.e. Photo Services, Security, Library, Office of Physical Plants, etc.) to provide seamless access to NASM LAN and SI WAN
Network Management
- Applies ADP standards, policies, and guidance into authorized system design approaches, sufficient to provide technical expertise concerning work processes; defines terminologies; and incorporates alternative automation approaches to plan and carry out studies on proposed system changes.
- Ensures the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of the information systems programs, policies, procedures, and tools. Performs work involved in applying analytical processes to the planning, design, and implementation of new and improved information systems to meet customer requirements.
- Routinely analyzes and evaluates network load, sufficient to identify and measure the impact of institutional operations on network performance, sufficient to identify demand spikes and declines institutional operations that demand increased network capacity; provides solutions and recommendations to deliver solutions that increase reliability; and advises against activities or technologies that could reduce the efficiency of network solutions.
Education and Experience: To qualify for this position, applicants must possess a bachelor’s degree (B.A.) from an accredited four-year college or university and/or 5+ years of related experience (described below);
Experience required for this position is as follows:
- Knowledge, of policies and procedures necessary to facilitating the networking of IT infrastructure, systems, technologies, and applications for an organization, sufficient to modify and adapt, performance to meet organizational needs.
- Knowledge of parking kiosks, parking server systems, both in lab and in production; Ability to organize and test in a lab environment to certify systems prior to production environment to the public. WebParcs server and client software or similar Parking database software to generate, manage, and maintain parking operations
- Knowledge of PCI (credit card) compliance and policies; and experience with certifying computer systems with PCI compliance successfully and experience and knowledge of verifying vendors PCI compliance.
- Knowledge, in applying networking management and security standards to various technology products, applications, hardware, and software systems to enhance, upgrade, and maintain system connectivity.
- Knowledge, of system software evaluation and design methods to perform studies to advise management on needed system software, translate project requirements into specifications for implementation and to resolve hardware and software problems.
- Skill, troubleshooting and maintaining information technology networks, troubleshooting devices, and resolving service outages and disruptions independent of direct guidance.
- Skill, utilizing a variety of information technology products that enable networking of various technologies to provide the efficient flow of data and communications.
- Ability, to interpret and evaluate system performance and provide recommendations to improve the delivery of services.
- Ability to communicate orally to provide technical advice/assistance to customer and as necessary provide recommendations to management. Ability to communicate in writing to coherently present facts and recommendations to management in the form of reports and studies.
