Victim Services Project Director

Savan Group is seeking an experienced Victim Services Project Director to lead the execution of a national Tribal Victim Services Program Management (TVSPM) Support program. This position will oversee a multidisciplinary team responsible for delivering compliance assistance, capacity building, training, technical assistance, resource development, stakeholder engagement, and performance management services for Tribal victim service programs across the Lower 48 states and Alaska.
The Victim Services Project Director will serve as the primary point of contact for the Government and will be responsible for managing day-to-day operations, coordinating subject matter experts (SMEs), monitoring contract performance, and ensuring the successful delivery of culturally responsive, trauma-informed services to American Indian and Alaska Native (AI/AN) communities. The Project Director will work closely with Tribal leaders, grant recipients, victim service providers, federal stakeholders, and partner organizations to strengthen the capacity of Tribal victim service programs and improve outcomes for crime victims.

This role requires demonstrated experience working with Tribal Nations and Alaska Native communities, including an understanding of Tribal sovereignty, Tribal governance structures, cultural considerations, rural and remote service delivery challenges, and the unique barriers faced by victim service programs in AI/AN communities.

Role Responsibilities
  • Serve as Savan's Project Director and primary liaison with client leadership and Contracting Officer Representatives (CORs).
  • Lead planning, execution, monitoring, and reporting activities across all contract task areas.
  • Develop and maintain key program management artifacts including project plans, integrated master schedules, staffing plans, risk registers, issue logs, action item trackers, and performance dashboards.
  • Manage a geographically dispersed team of employees, consultants, subcontractors, and Tribal subject matter experts supporting victim services programs nationwide.
  • Coordinate delivery of compliance assistance plans, technical assistance engagements, peer learning events, training programs, webinars, listening sessions, site visits, and community-of-practice activities.
  • Ensure project activities reflect trauma-informed, victim-centered, culturally responsive, and survivor-informed approaches.
  • Collaborate with Tribal governments, Tribal organizations, Alaska Native communities, and victim service providers to identify needs and develop tailored solutions.
  • Support development and implementation of annual work plans, capacity-building initiatives, and continuous improvement strategies.
  • Oversee development of training curricula, resource libraries, toolkits, fact sheets, and knowledge management resources.
  • Monitor contract deliverables, quality standards, service-level agreements, and performance metrics.
  • Facilitate stakeholder meetings, executive briefings, and status reviews with Government leadership.
  • Lead risk management, issue resolution, change management, and quality assurance activities.
  • Support development and management of systems used to track assistance requests, service delivery outcomes, customer satisfaction, and program performance.
  • Oversee collection, analysis, and reporting of qualitative and quantitative performance data.
  • Ensure successful completion of annual reports, technical reports, and other contract deliverables.
  • Manage project financials, labor utilization, staffing forecasts, subcontractor performance, and budget tracking.
  • Identify opportunities for innovation, process improvement, and technology-enabled service delivery.
Qualifications and Requirements
  • Bachelor's degree in Public Administration, Social Work, Criminal Justice, Native American Studies, Public Policy, Business Administration, Human Services, or a related field.
  • Minimum 10 years of experience managing Federal programs in the victim services/criminal justice field.
  • Minimum 5 years of experience delivering training or technical support to Tribal Nations, Alaska Native communities, Tribal organizations, or Tribal-serving programs.
  • Demonstrated understanding of Tribal sovereignty, Tribal governance, Tribal consultation principles, and culturally responsive engagement practices.
  • Experience working with AI/AN communities in rural, remote, and underserved environments.
  • Experience managing multidisciplinary teams supporting federal grant recipients or federally funded programs.
  • Strong project management, strategic planning, stakeholder engagement, and performance management skills.
  • Experience developing executive presentations, reports, dashboards, and performance metrics.
  • Excellent written and verbal communication skills.
  • Ability to travel throughout the United States, including Tribal and Alaska Native communities, as needed.
  • Ability to obtain and maintain any required government background investigation or clearance.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Experience supporting DOJ, OJP, OVC, OVW, BJA, SAMHSA, CDC, HHS, or other federal grant-making organizations.
  • Experience supporting victim services, human trafficking, domestic violence, sexual assault, child advocacy, elder justice, MMIP, or related programs.
  • Experience managing national technical assistance, training, or capacity-building centers.
  • Familiarity with OJP grant requirements, monitoring processes, and award compliance requirements.
  • Experience facilitating training and workshops for Tribal audiences.
  • Knowledge of adult learning principles and curriculum development.
  • Experience using Microsoft Power Platform, Power BI, SharePoint, CRM, case management, or performance tracking systems.
  • Experience managing consultants, subcontractors, and SME networks.
Work Location and Schedule
Remote/Hybrid, Washington, DC
* Periodic travel to Tribal and Alaska Native communities, conferences, trainings, site visits, and client locations may be required.

Compensation
The anticipated salary range for this position is $140K–$170K. This range represents Savan Group’s good faith estimate at the time of posting and is not a guarantee of compensation.

Final compensation will be determined based on factors including relevant experience, skills, education, certifications, internal equity, market conditions, and geographic location. For positions supporting federal contracts, compensation may also be subject to applicable labor category requirements, contract terms, funding, and other contract-specific provisions. As a result, actual compensation may vary from the posted salary range.
