Basic Qualifications:
- Over 10 years of increasing responsibilities in Engineering and/or Management
- Demonstrated experience (6+ years) managing Agile developement programs
- Demonstrated experience managing funds, staffing and resources on integrated task order contracts
- Experience managing muliple stakeholder engagements and parrallel projects
- Experience managing subcontract teams
- SAFe Practice Consultant (SPC) certification
- Strong written and verbal communications skills
- Ability to work independently and within a team environment
- Experience coordinating with government entities
- PMI Project Management Professional (PMP) Certification
Desired Qualifications:
- Advanced Science, Technology, Engineering, or Mathematics (STEM) degree
- Experience working with weather data, systems, and applications.
- Experience managing Agile software development systems
- Working knowledge of NOAA Weather systems standards, policies, and procedures
- Scrum Master experience desired
Education Requirements:
- BS/MS in an engineering/technical Science, Technology, Engineering, or Mathematics (STEM).
- Experience transitioning capabilities from Research to Operations and Operations to Research.
- Education in weather related field.
Clearance Requirements:
Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access information. U.S. citizenship is preferred.
Highlights of Responsibilities/Skills:
Full accountability and authority for leading and managing assigned program(s). Provides the primary interface with the Govt. Program Lead, Contracting Officer, Contracting Specialist, and Contracting Officer’s Representatives. Acts as primary contact and responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance of assigned program(s) within contractual boundaries, company expectations, and established standards, using the approved business model and management tools. Establishes an executable baseline and manages the program risk and opportunity. Sets milestones and monitors adherence to program master plans and schedules. Uses approved control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of contract commitments. Supervises and integrates the performance of the program Integrated Product Teams in providing leadership, vision, and guidance to the contractor staff. Sets program strategy, vision and tactical direction for program execution by multifunctional team(s) and sub-contractors. Tracks progress on milestones, reporting on progress to the Government, and bringing issues and proposed solutions to the attention of the Government throughout the life of the contract.
