Senior Program Manager and Instructional Design Subject-Matter Expert - Remote | WFH

We are looking for a dynamic, experienced Program Manager to lead and manage cross-functional teams in a remote, fast-paced military health education and training environment. The ideal candidate will be a strong communicator and leader with extensive expertise in project management, instructional design, and process improvement. You will oversee multiple complex projects within the Defense Health Agency (DHA) and Military Health System (MHS), ensuring timely delivery, quality standards, and budget adherence. Key Responsibilities:
Lead and manage personnel and project activities for a Federal contract, ensuring the successful execution of all initiatives.
Oversee a cross-functional, remote team consisting of senior consultants, analysts, and subject-matter experts (SMEs) while providing guidance and support to senior leadership within a Joint Education and Training Directorate.
Act as the primary point of contact for the DHA client and internal leadership teams, fostering strong relationships and clear communication.
Assist the client in setting annual goals, developing actionable roadmaps, and ensuring progress toward achieving objectives.
Monitor and ensure all projects meet deadlines, quality standards, and cost targets, providing regular updates to leadership.
Supervise workload across various divisions and projects, such as education platforms, learning management systems (LMS), dashboards, policy publications, and directorate-level analytics.
Create and approve learning design documents, storyboards, and courseware, ensuring alignment with client and organizational objectives.
Draft and submit comprehensive monthly status reports to company leadership and DHA clients, ensuring transparency and accountability.
Support the consolidation and presentation of course evaluations and training analytics to inform decision-making.
Draft technical documentation, including white papers, briefs, and publications, for senior leadership at DHA.
Monitor and analyze external policy (e.g., legislation) and internal guidance (e.g., administrative instructions) to support enterprise compliance and decision-making processes.
Utilize agile principles and project management tools (e.g., Asana) to manage tasks, track progress, and optimize team performance.
Provide subject-matter expertise in project management, instructional systems design, policy, and process for the VEC and MHS Medical Library programs.
Develop and maintain a roadmap for all major deliverables within the contract task area, along with detailed project plans and timelines.
Facilitate weekly sprint planning sessions, daily stand-ups, and monthly status updates to ensure alignment and project success.
Create engaging and effective learning and meeting materials for adult learners, including animations, presentations, web-based training storyboards, and training guides.
Ensure all deliverables meet 508 compliance standards, including instructor guides, workbooks, and web-based training materials.
Establish clear product quality requirements and acceptance criteria for all deliverables, ensuring quality assurance and testing processes are followed.
Monitor and track day-to-day progress of all team members using Asana, ensuring alignment with project goals and timelines.

Required Qualifications:
Project Management Professional (PMP) Certification - required
Minimum 10 years of experience in program management, including leading cross-functional teams
Bachelor's Degree in a related field
Strong ability to develop and monitor business analytics and training evaluation metrics
Experience in adult learning principles and curriculum development, including both instructor-led and eLearning formats
Proficiency with ADDIE/PADDIE instructional design methodologies in an adult learning environment
Advanced skills in Microsoft Office (PowerPoint, Word) and Microsoft 365
Experience with SharePoint Sites (DHA SharePoint 2016) and project management tools such as Asana
Familiarity with Nemesis (Testing Environment) and Joint Knowledge Online (JKO)
Previous experience working with the Military Health System (MHS) and Defense Health Agency (DHA) is highly preferred
