Position Summary:
ISI is seeking an experienced senior Construction Project Manager with strong expertise in vertical construction to provide Owner’s Representative construction management services within a dynamic federal facilities environment to a DoD client. The Project Manager will support a DOD client looking to manage $300M+ in ongoing minor construction and renovation projects, typically ranging up to $5 million in
value. This work includes infrastructure upgrades, building system replacements, tenant fit-outs, code compliance corrections, and facility lifecycle recapitalization efforts. Projects are primarily executed through a combination of IDIQ task orders, A/E support contracts, and Government-directed in-house scopes. The Project Manager will provide a wide range of construction management support services to assist the DOD client in the full lifecycle of project delivery – from scope definition and IGCE development through execution, closeout, and reporting. The position will support more senior government project managers and fellow contractor project managers, who will work as part of a larger, integrated construction program. The ability to lead and work as a team and independently is critical. ISI is seeking an individual who will be a clear communicator, take initiative, and embrace project ownership. This position may provide direction and mentorship to more junior teammates.


Essential Job Functions
1. Manages a portfolio of 5 to 10 active construction and renovation projects, typically ranging in value from $2,500 to $5 million. Project scopes may include interior fit-outs, MEP system upgrades, code compliance corrections, and mission-critical infrastructure replacements, procured through IDIQ task orders, A/E contracts, or Government-directed in-house scopes.
2. Conducts or assists with site visits, field surveys, and constructability assessments to define scope requirements, verify as-built conditions, and assess compliance with WHS construction criteria, applicable codes, and building regulations. Participates in pre-bid walkthroughs and industry engagement as needed.
3. Leads or contributes to the development of Independent Government Cost Estimates (IGCEs), scopes of work, and other technical requirements documentation in support of acquisitions for A/E and construction services.
4. Assists the Government with tracking construction progress, reviewing submittals and RFIs, coordinating permit approvals, and maintaining well-organized project files to support oversight and compliance.
5. Schedules and facilitates regular project meetings with contractors, end users, and Government stakeholders to monitor scope, schedule, and risk. Leads efforts to identify deviations from baseline plans and proposes corrective strategies to maintain project momentum.
6. Independently gathers, verifies, and synthesizes project data from multiple sources, ensuring timely and complete reporting to support program-level planning and leadership briefings.
7. Maintains accurate project records and reporting tools using Excel and web-based platforms such as FieldWire, PlanGrid, or equivalent systems. Contributes to the development of program dashboards, performance metrics, and briefing materials used by government leadership.
8. Monitors key project milestones and stakeholder responsibilities across all assigned projects. Anticipates scheduling conflicts or delivery risks and supports the Government in implementing mitigation plans and scope adjustments as necessary.
9. Prepares and delivers written and oral briefings to Government personnel, including project status reports, risk assessments, and issue resolution plans. Communicates clearly and professionally with senior Government leadership.


Required Qualifications:
1. Bachelor’s Degree in Construction Management, Engineering, Architecture, Science, or Mathematics, and fifteen (15) years of construction management experience.
OR Education may be substituted with an ACTIVE General Contractor/Construction Trades license and 25+ years of construction experience
2. Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).

Preferred Qualifications:

  • Pentagon WHS experience is highly sought after.
  • Experience with the Pentagon, DoD, USACE, or NAVFAC is highly preferred.

Work Setting/Environment/Travel Requirements:

  • Monday through Friday, Normal business hours between 7:00 am – 5:00 pm
