Business Services Analyst

The Building & Grounds Division of the Department of Facilities & Fleet Management is seeking a Finance & Budget Business Services Analyst who can help fulfill this purpose. If you are an experienced local government finance and budget professional who is up to working in a fast-paced environment with the ability to lead the Buildings & Grounds Finance team, then this job is for you.
About This Role:
The Finance & Budget Business Services Analyst will work independently as well as in a variety of roles: assemble and coordinate teams of peers comprising internal and external operations and financial staff, to perform multiple financial functions; supervise a Fiscal Specialist, and work alongside a peer Contracts & Procurement Business Services Analyst who supervises a Procurement Specialist and whose team will cross train with the finance team.
The incumbent will:
- Manage division budget, including annual budget process, leadership and supervision of financial team, generation of monthly and ad hoc reports, and acting as primary advisor to Assistant Director and first contact for internal and external stakeholders
- Review and approve invoices and procurement card transactions for accuracy and completeness; respond to vendor and internal queries regarding outstanding payments.
- Crosstrain with and act as backup for BG Contracts & Procurement Business Services Analyst
- Manage division Fiscal Specialist: assign and review work; monitor workload; oversee payment requests to ensure accuracy and timeliness; set goals and write performance evaluations; approve time sheets and leave requests to ensure accuracy and coverage; and conduct progressive discipline if necessary
- Apply, interpret, review, and update Department and Division finance and budget SOPs
Minimum Requirements:
High school diploma or G.E.D. and 4 years of related experience.
Preferences:
- Bachelor's degree in accounting, business administration, public administration, or related field, or equivalent education and experience. A successful applicant will be required to provide documentation of completion of a bachelor's degree if using education to meet this requirement. Work experience must be professional in nature to be credited.
- Five or more years' experience as professional staff in local government finance and budget; note that a county, city, town, or public school system are considered local government for the purposes of this position.
- General knowledge of and experience with facilities maintenance and operations.
- 1 to 2 years of direct supervisory experience.

Work Schedule: 37.5 hours; Monday - Friday.
Starting Salary Range : Entry salary range: $58,634 - $85,000. Starting salary will not be negotiated beyond $85,000.
