Summary

Job Responsibilities:

Program Manager I for the Department of Medicine’s Infectious Disease Division is responsible for providing essential fiscal management, data-driven reporting, and administrative oversight for the Ryan White program. Working in close partnership with Program Manager II, this role specializes in intricate budget development, financial forecasting, and complex clinical billing audits to optimize clinic revenue and ensure strict compliance with Health Resources and Services Administration (HRSA) regulations and institutional guidelines.They will also assist/support the Program Manger II in working with outside funding agencies, develop/manage internal processes and infrastructure to successfully support and expand the Program.Program Manager I provides the financial leadership necessary to ensure the Program has the proper operational controls, administrative and reporting procedures, and resources in place to effectively manage and ensure financial stability. They will also support and assist the Program Manger II to continue the development/expansion of the program in its mission to provide the best care possible for the patient population we serve.

Management Operations:

  • Provide strong leadership in financial oversight, contract and grant administration.
  • Prepare and monitor multiple grant and program budgets.Assist in negotiating funding adjustments and justifications.
  • Review/prepare multiple grant reimbursement requests monthly/quarterly/annually as required.
  • File annual Federal and state data reports.
  • Assist in preparing impact analysis for changes to grant funding, guidelines or patient volume.

Fiscal Operations

  • Develop, monitor, and forecast complex grant portfolios and programmatic budgets. Analyze cost-share spreadsheets and manage precise financial tracking, ensuring seamless alignment and reconciliation with ODU Research Foundation (ODURF) general ledger reports.

  • Conduct detailed audits of clinical billing and revenue routing to fulfill HRSA "payor of last resort" requirements. Reconcile high-volume vendor invoices (including Sentara and LabCorp accounts) and coordinate directly with ODURF accounts payable to ensure timely vendor disbursements and compliance.

  • Gather, interpret, and maintain critical operational data to support accurate and timely federal, state, and institutional grant reporting. Collaborate with ODURF Post-Award Administrators to fulfill HRSA fiscal monitoring standards and prepare for formal audits.

  • Collaborate directly with Program Manager II to align daily clinic operations with fiscal tracking, streamline data management workflows, and support overall clinical program oversight.

  • Develop and execute annual budgets for Grant funding and Research Programs.

  • Prepare multiple annual grant applications and call for proposals from external agencies.

  • Monitor grant budgets and submit justification to grantors for budget modifications.

  • Coordinates annual Ryan White audits with external auditors and various ODU-EVMS departments; Provides analysis and clarification of grant guidelines as necessary.

  • Responsible for invoicing and recording all Clinical and Grant Contractual Agreements, as well as facilitation of contract executions or renewals.

  • Prepare and analyze monthly financial statements and perform trend analysis, correct discrepancies, meet with Department Administrator and/or Infectious Disease Chief and senior management to manage financial performance.

  • Prepare monthly/quarterly invoices for submission to multiple grant agencies.

  • Participates in billing of Ryan White encounter and cost share claims, with ODU-EVMS billing office as necessary.

Research:

  • Assist with the administration of research grant packaging and preparation of all necessary financial documents required for submission to Office of Sponsored Programs and/or outside grant agencies.

  • Review and/or prepare all outgoing grant/budgets prior to submission.

  • Other duties as assigned.

Education and/or Training

  • Bachelor’s degree in public health, Healthcare Administration, Business Administration, Social Services, or a related discipline; or an equivalent combination of education and experience.

  • Master's degree in a related field preferred.

  • Ryan White Program and/or HRSA program management experience strongly preferred.

Level and Type of Experience

  • Minimum of three (3) years of progressively responsible experience providing program support, coordination, or management.

  • Prior grant management experience strongly preferred.

  • Strong experience managing grants and working with federal, state, and local funding agencies.

  • Demonstrated expertise in budget development, financial forecasting, and fiscal data analysis.

  • Experience leading or coordinating cross-functional teams and fostering collaborative working relationships.

Final salary offers may vary depending on factors such as experience, qualifications, skills, internal equity, and budget availability. The anticipated salary range for this position is $70,000 – $90,000 annually.
