We are seeking a highly experienced Supply Chain Risk Management (SCRM) professional with an active TS/SCI clearance to provide enterprise-level expertise supporting commercial and Department of War (DoW) lifecycle supply chains. The role focuses on identifying and mitigating risks across regulatory compliance, manufacturing, geopolitical, financial, FOCI, cybersecurity, product quality, and transportation domains while driving process improvements, developing metrics, and establishing scalable SCRM program processes in alignment with NGA strategic objectives. The selected candidate will collaborate across NGA directorates, government stakeholders, and industry partners to enhance governance, strengthen stakeholder engagement, and advance risk-informed acquisition and supply chain operations.
Responsibilities:
- Provide commercial and Department of War (DoW) lifecycle supply chain and supply chain risk management subject matter expertise addressing regulatory/compliance, manufacturing/supply, political, financial, FOCI, technology/cybersecurity, product quality/design, and transportation/ distribution supplier risk areas.
- Engage with industry and leverage industry best practices on developing process improvement solutions and assist the organization in collecting and disseminating SCRM best practices and lessons learned with the goal of encouraging project replication, collaboration and establishing the supply chain risk management program processes.
- Liaison with all NGA directorates and other stakeholders to ensure alignment to NGA strategic objectives and activities.
- Develop strategic performance measures, metrics, data collection methodologies, and data validation/analysis methodologies.
- Provide analysis of existing SCRM processes and key recommendations for improvement.
- Maintain the business rhythm and process flows to support SCRM strategic decision making and develop more efficient daily operations and identify gaps.
- Benchmark internal NGA SCRM personnel, tools, and technologies.
- Compare NGA SCRM benchmarks with other organizations, both government and industry, that are similar in scope to understand business process best practices that can be applied and deliver report providing lessons learned, best practices and applicability.
- Support the development and management of knowledge that facilitates SCRM collaboration and information sharing across NGA, IC, DoW, and their respective global organizations.
- Leverage commercial reach back capability to connect directorate leadership with industry leaders that have experienced similar challenges.
- Assist in the development of SCRM strategies, tactics, and communication methods and processes to effectively inform key audiences about changes, create but-in, gain understanding, and transition the organization, with the goal of steadily increasing stakeholder engagement.
- Develop business process documentation review tools, templates, and monitoring processes spanning SCRM, logistics, asset management, configuration management, and IT service ticket workflows.
- Document, monitor, and manage collecting, organizing and maintaining all supply chain risk management program plans of actions and milestones (POA&M) governance data and information.
- Support program offices and technical leads in identification and development of SCRM documentation and briefings in support of the SCRM PMO.
- Review and assess current supply chain risk management governance processes and automate the process where appropriate; routinely make suggestions for innovative and more efficient methods to improve NGA’s acquisition processes.
- Develop and maintain on-line checklists, tools, templates or other proposed method for each step in the SCRM process.
- Collect, document and provide feedback on lessons learned throughout the SCRM process and implement an effective process to report on metrics.
- Develop and maintain SCRM standard templates, guides, instructions for the SCRM PMO and assist the PMO in the utilization of the templates.
Required Qualifications:
- Bachelor’s degree or higher in Supply Chain Risk Management, or equivalent directly relatable education and work experience
- Advanced ability to apply DoW and IC guidance and commercial best practices to identify, assess, and mitigate complex supply chain risks throughout the acquisition lifecycle identifying, assessing, and mitigating supply chain risks
- Advanced ability to create, implement, and analyze key SCRM metrics, data collection methodologies, and data validation methodologies
- Advanced ability to lead Experience leading small and large group discussions to communicate requirements, business concepts, and processes at the NGA, IC, and DoW levels
- Ability to create highly professional and actionable documents, spreadsheets, presentations, training artifacts, etc. for use by working-level and executive consumers
- Demonstrated experience with MS Office products, including Word, Excel, and PowerPoint.
- Active TS/SCI
Desired Qualifications:
- Ability to develop automated tools such as process automation, online checklists and/or dashboards
- Demonstrated experience developing and reporting performance metrics in the PMO data
- Ability to develop, manage and operate automated integrated planning schedule(s) to allow assessment of programs, cross-program, and interagency schedule data across DoW or IC
- Demonstrated experience developing and implementing online training, training plans and communications strategies
- Demonstrated experience executing governance and oversight support for senior management including planning and execution
- Certification in supply chain management or supply chain risk management. (i.e., DAWIA certification in Life Cycle Logistics, DAU credentials in Supply Chain Integration and/or Supply Chain Resiliency)
