Gas Supply Analyst

Description

Acquires supplies of natural gas for the city's customers and maintains proper rates and measurements of the resources. Manages gas supply and delivery contracts; maintains rate structures; makes recommendations as necessary to rates; administers gas purchase and sales information. Prepares the purchased gas budget. Administers the gas billing for key customers.

• Manages natural gas supply by handling the purchasing and dispatching of gas; participating in negotiations for acquiring gas and delivery contracts; recommending contractual arrangements to meet system and customer needs; coordinating gas schedules with asset manager and gas supplier; ensuring all work complies with FERC regulations; developing and administering cost-effective and profitable gas usage strategies; maintaining gas statistics for planning and reports; and monitoring weather and economic changes to formulate the best gas pricing strategies.
• Provides guidance to operators; develops appropriate measurement records.
• Administers gas rate structures by proposing language and groundwork for gas tariffs; assigning rate classes to customers; participating in cost of service and/or gas rate studies; identifying customer needs and recommending solutions; working with key customers; administering the Purchased Gas Adjustment monthly; developing and administering statistical data for rates and revenue; and contacting other cities to review and compare tariff structure.
• Administers statistical data and reports by preparing and administering annual revenue budget; preparing sales and revenue forecasts; handling monthly gas purchase and sales data; developing statistical records and reports for historical and accounting purposes; and preparing Federal and State monthly and annual reports.
• Manages gas billing for major customers by acquiring daily readings for billing periods; developing appropriate bill design; tracking customer deliveries, consumption rates, and price hedges; cashing out with transporting customers for deliveries; handling discrepancies and disputes; acting as liaison to key customer needs and inquiries; and preparing correspondence for follow up.
• Optimizes the cost of purchased gas through use of the gas fund's pipeline capacity and storage capacity and inventory. Maintains an understanding of the gas commodity market and uses it to provide the lowest, reliable commodity price for the fund's ratepayers.

Education and Experience Associate's Degree, with knowledge of a specific vocational, administrative or technical nature, from a college, vocational or technical school; basic computer skills and Microsoft software experience; and three to five years of experience. An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above Certifications/Licenses

• Valid Driver's License with acceptable driving record according to City Criteria

Independence and Decision-Making Normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically. Technical Skills Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Fiscal Responsibilities Oversees budget preparation for significant portions of the gas fund's budget. Reviews and approves expenditures of significant budgeted funds for the division. Supervisory Responsibilities No responsibility for direction or supervision of others.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE Typically requires use of standard office equipment, including computer and related hardware and software, and any other equipment as appropriate or required. WORK ENVIRONMENT The work is typically performed in an office setting, primarily at a desk in a quiet environment, where the employee is not normally exposed to environmental hazards. The employee is expected to use appropriate protective equipment for the assigned task; and any other equipment as apparent or assigned.
