Data Analyst - Defense Health Agency

Vistra is seeking a Data Analyst to provide critical support to the Defense Health Agency’s (DHA) Office of Small Business Programs (OSBP). In this role, the Data Analyst will leverage advanced analytical, planning, and assessment skills to conduct market research, facilitate meetings, perform budget analysis, and execute a broad range of research activities. The successful candidate will synthesize data sets into clear, actionable insights and concise reports to help drive decision-making across the OSBP. This position requires the ability to communicate effectively to a range of stakeholders and to support the development and implementation of solutions that enhance the effectiveness of small business programs within the DHA.

Key Responsibilities:

• Support and provide assistance to OSBP to become a more data-driven organization to make decisions that bring value to support the DHA mission
• Support and provide assistance through the use of analytical tools and real-time visibility of performance metrics to facilitate in-depth analysis of what is driving the DHA small business performance
• Provide assistance and support in the evaluation of strategic planning initiatives and establishment of annual small business goals
• Compile a listing of salient facts derived from monitoring of communication from a variety of sources
• Provide weekly small business achievement report of program execution
• Provide semi-annual report of subcontracting achievements
• Develop metrics to support evaluation of value of outreach and provide a semi-annual report of events attended
• Support the benefit assessment and provide monthly written recommendations for OSBP participation in new non-DoD external events
• Perform support functions, such as needs assessment, drafting content
• Assist with the development and management of budget and expenditure reports
• Provide Small Business Analysis Support
• Provide Small Business Reports
• Provide Draft slides and presentations
• Provide Small Business Achievement Report
• Provide Small Business Subcontracting Report.

Requirements

• Bachelor’s degree and at least three (3) years of experience.
• Proficiency with data analysis and visualization tools (e.g., Microsoft Excel, Power BI, Tableau) preferred
• Strong written and verbal communication skills, with the ability to present technical findings to non-technical audiences
• Demonstrated ability to work independently and as part of a collaborative team environment
• Knowledge of federal contracting or experience supporting government agencies (preferred)
• Familiarity with generating executive-level reports and presentations
