Engineering Technician IV
- Compliance: Ensure compliance with all Construction Directives (CDs), environmental safety, EO, Materials, acceptance testing and quality directive. Ensure assigned project is compliant with VDOT, District, and regional environmental and safety goals. Ensure environmental discrepancies and safety violations are corrected. Monitor and assure compliance with all VOSHCP, OSHA, DPOR and VDOT safety policies and regulations.
- Correspondence: Develop appropriate correspondence to address traffic issues in a clear, concise, and timely manner. Present and discuss information pertaining to residential traffic management and other issues in meetings with local elected officials, other government agencies, and the general public. Provide appropriate assistance to and develop effective working relationship with other governmental agencies.
- Data Collection: Assist the Area Engineer with data collection for studies in preparation of sketches and or designs by collecting relevant data and accurately documenting field conditions; expediting certain projects and providing staff assistance as needed to complete work efforts; submit completed work to field crews using proper procedures and coordinate with other VDOT units as needed to ensure timely installation. Assist other technicians in development of studies and sketches in compliance with VDOT standards and guidelines .
- Engineering Technology Solutions: Provide engineering technology solutions to complex or unusual cases and projects.
- Job Safety: Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices.
- Maintain Records: Research information and update records or databases on for activities in assigned program area. Collect and verify project data, maintain files and recommend updates when discrepancies are found.
- Project Review: Review complex plans for state and local projects, identifying omitted or unclear traffic or safety details. Provide oral and written guidelines for future plan development. Review preliminary plans and provide input on recommended changes and additions for incorporation into future plans. Serve as subject matter expert representing Traffic Engineering at preconstruction meetings. Research traffic volume data for capacity analyses used in developing traffic control plans and detours. Prepare traffic control summaries for inclusion in contracts.
- Review: Review and revise maintenance of traffic control plans, transportation management plans, and signage and pavement marking plans developed and submitted by VDOT project personnel, consultants and others.
- Special Studies: Perform special studies and assignments to support initiatives and decision making for assigned engineering program area. Prepare project related correspondence.
- Subject Matter Expert: Serve as subject matter expert and team lead assisting with the review of complex shop drawings submitted by staff on construction projects ensuring compliance with plans, MUTCD, and VDOT specifications and standards. Prepare and assist technicians with written response for distribution and return to projects.
- Team Lead: Assist Area Engineer by serving as team lead on site reviews of project work zones and land use permit operations adjacent to and occupying public roadways.
- Technical Advice and Guidance: Serve as a technical resource and consultant to inspectors, contractors and agency management. Instruct and guide field staff to assure work conforms to Agency, OSHA, VOSH and contract safety policies, plans, specifications and contract documents.
- Time Management: Ensure work assignments are performed to achieve on schedule completion of activities on projects. Manage multiple projects and adjusts priorities as needed.
- Traffic Studies: Conduct politically sensitive and complex traffic engineering assignments ensuring compliance with VDOT standards and guidelines. Serve as the primary contact for County staff and citizens in the development of traffic calming plans. Coordinate work assignments with County Police.
- Training: Assist in developing and performing employee training for assigned program areas. Assist in mentoring field staff and work with team members to monitor training programs.
- VDOT Representative: Represent VDOT with outside contacts, which include handling and resolving concerns of contractors and the public.
- Ability to communicate effectively orally and in writing with internal and external customers.
- Ability to develop solutions to complex traffic issues in assigned area.
- Ability to establish and maintain effective working relationships with inspection staff, consultants, contractors and VDOT management.

- Working knowledge of work zone traffic control principles and current practices, standards and regulations.
- Ability to communicate effectively orally and in writing with internal and external customers.
- Ability to develop solutions to complex traffic issues in assigned area.
- Ability to lead and train others.
- Ability to manage multiple assignments simultaneously and work in a fast-paced, urban environment.
- Skill in collecting and analyzing traffic data and developing recommendations.
- Valid driver's license.
- Working knowledge of standard office and traffic engineering software including CADD.
- Working knowledge of traffic engineering principles, current practices, standards and regulations.
- A combination of training, experience, or education in Civil Engineering, Transportation Engineering, or related field desired.
- Experience collecting and analyzing traffic data and developing recommendations. Experience using Traffic Engineering software including CADD.
- Experience conducting meetings with internal and external customers or other entities such as citizens and local jurisdictions.
- Experience working in a traffic engineering environment.
- Training in traffic engineering.
