What your job will be like: The Manager, Project Controls supports the PMO Director by leading the daily operations of the Project Controls Group and ensuring consistent, DOE‑compliant project controls across all laboratory projects. The role oversees cost and schedule development and performance reporting, EVMS implementation, and project budget monitoring while supervising and developing project controls analysts. Acting as the PMO's project controls subject matter expert, the manager collaborates with various levels of the organization to include leadership as well as DOE stakeholders to ensure accurate performance data, compliant documentation, and effective risk and variance analysis. The position maintains project controls tools, templates, and metrics, provides recommendations to the PMO Director on project performance trends, and supports PMO strategic planning through resource forecasting and operational improvements.In this job you will:
- Support the PMO Director to maintain a DOE compliant project controls framework including EIA-748 EVMS, cost/schedule reporting, and DOE Order 413.3B expectations, providing oversight, and expertise to ensure PMO policy execution.
- Lead and develop the PCA team in budgeting, scheduling, EVMS compliance, risk, and reporting, supporting the PMO Director’s strategic workforce planning and talent development goals.
- Oversee project controls self-assessments, ensuring performance standards, address gaps, and report significant findings to the PMO Director.
- Execute PMO strategies and initiatives by providing leadership and oversight for large, complex, federally funded projects, ensuring project controls standards and workflows are consistently applied across all analysts and projects.
- Ensure all PMO project controls policies, procedures, templates, and workflows maintained under the PMO Director’s authority are implemented correctly and improved through feedback, analysis, and operational excellence practices.
- Serve as the PMO’s project controls SME and primary liaison across the lab, collaborating with cross‑functional teams and external DOE stakeholders to ensure project performance data meets internal standards and DOE requirements.
- Interact with Laboratory leaders and DOE reviewers to resolve complex project controls issues, escalating significant risks, recommendations, and compliance concerns to the PMO Director as needed.
- Create, maintain, and monitor PMO project controls metrics, dashboards, and performance indicators, identifying opportunities for improvement and advising the PMO Director on trends, risks, and operational efficiencies.
- Assist in oversight of project budgets by validating funding profiles, cost estimates, and performance data provided by PCA's and advise on impacts, risks, and corrective actions, supporting PMO Director visibility into portfolio resources.
- Work with IT to select, deploy, and improve enterprise software tools for project estimating, budgeting, scheduling, and risk analysis; oversee cost engines.Lead - Supervisory - Management
- Manage daily operations of the Project Controls Group, leading analysts who support multi-million and line-item laboratory projects.
- Develop, manage, and optimize Project Controls resources including staffing forecasts, recruitment support, and workload balancing to ensure analysts can effectively achieve project objectives and PMO goals defined by the Director.
- Provide training and development to ensure analysts can meet PMO standards in EVMS analysis, integrated cost/schedule reporting, risk modeling, and federal reporting, supporting the PMO Director’s broader capability building strategy.
- Coach and manage performance so analysts meet goals, develop competencies, and align with lab priorities, safety policies, and standards.Experience
- Required: 15 or more years Progressive leadership experience managing integrated project controls, EVMS implementation, and federal reporting within a DOE, DOD, or prime contractor federal environment.
- Required: 3 or more years Lead or supervisory experience in project controls.Education
- Required: Bachelor's Degree BS/BA in project or construction management, business, engineering or equivalent combination of education, experience, and specialized training will be considered.
- Preferred: Master's Degree MS in project or construction management, engineering, business, or equivalent.Licenses and Certifications
- Preferred: Program & Project Management\Certified Project Management Professional (PMP)-PMI Certification from the Project Management Institute (PMI)
- Preferred: Program & Project Management\Earned Value Professional Certification from AACE International

- Team Leadership: Expertly organize, recruit, train, schedule, and manage a project controls team with multiple direct reports.
- Talent Development: Effectively onboard, coach, and develop junior analysts to build a skilled project controls pipeline.
- Policy & System Architecture: Design, document, and adapt project management policies, workflows, and templates for complex projects.
- Training & Communications: Create and deliver project controls training, guides, and communications to promote best practices and risk minimization.
- Enterprise Tool Integration: Work with IT to select, deploy, and improve enterprise applications for scheduling, cost processing, and risk analysis.
- Resource Allocation: Analyze resource forecasts, funding profiles, and resolve staffing or budget constraints with leadership.
- Compliance & Independent Review: Review schedules, estimates, and reports for DOE compliance; assess plan realism and direct corrective actions.
- Earned Value Management Systems (EVMS): Design, implement, and monitor EIA-748 EVMS standards, baseline change control, and variance thresholds.
- Critical Path Method (CPM) Scheduling: Expertly use Oracle Primavera P6 and advanced CPM scheduling techniques for project management.
- Cost Processing Engines: Use enterprise cost engines like Deltek Cobra or wBSolve for complex data integration and cost accumulation.
- Risk & Quality Management: Apply quantitative risk analysis, Monte Carlo simulations, and ISO 31000/9001 frameworks for risk and quality.
- Project Performance Reporting: Proven experience administering and maintaining the PARS database, including coordinating and submitting DOE performance data.
