Architect Engineer II

Manage or support areas of the statewide tunnel, bridge, ancillary, or other programs, as assigned. Coordinate efforts with relevant internal and external stakeholders. Provide engineering expertise in assigned program areas. Provide recommendations for resolution of project issues. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. Assist in developing, implementing and monitoring policies, procedures, guidance and practices for engineering projects and programs.

How you will contribute:
  • Asset Management Program: Lead or participate in the development of and maintain a long-term asset management program for structural assets. Work includes development of near-term and long-term prioritized needs and work plans, reports of annual costs and accomplishments.
  • Communications: Communicate effectively with customers internal and external to VDOT including local governments, elected officials, citizen groups, and FHWA.
  • Conduct Engineering Studies: Participate in or oversee engineering studies. Collect, analyze and process data and information. Develop written reports, recommendations, and solutions that are technically accurate and compliant. Prepare business correspondence and technical letters with recommendations for suggested corrective measures as a result of studies. Prepare or present formal presentations for VDOT staff, or other organizations.
  • Policies and Procedures: Assist in the development of policies, procedures and practices reflecting proactive management of the assigned engineering program area.
  • Process Improvements: Develop, recommend and implement process and policy improvements as needed. Assist in monitoring compliance to ensure conformance to the policy, procedures and state and federal laws and regulations.
  • Project Management and Documentation: Organize work and monitor work tasks such that projects and documentation are completed within schedule using VDOT's standards, policies and procedures.
  • Project Team Participation: Participate or lead project teams as assigned. Ensure timely communications between project team members and stakeholders. Ensure information is technically accurate and effectively disseminated. Review and resolve challenges to enhance team performance.
  • Reporting and Studies: Develop reports describing the structural asset programs, priorities, accomplishments, risks, and needs. Responsible for the preparation of feasibility studies, cost and schedule estimates, consultant procurement, and the review of governing documents such as technical specifications.
  • Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
  • Stakeholder Coordination: Coordinate with stakeholders statewide to understand the current and planned activities for structural assets. Address safety and security, emergency response, risk, policy guidance, and inspection.
  • Technical Guidance: Provide technical advice for structural asset inspection, construction and maintenance. Review, comment, and assist in the development of specifications, procedural scope of work and contracts relating to structural inventory and inspection work. Review, comment, and assist in the development of consultant task orders for structural asset work and selection of consultants.

  • Ability to readily learn and understand new technical subject matter, relating to assigned asset type.
  • Ability to research, analyze, and prepare technical reports and project correspondence.
  • Ability to work with minimal supervision.
  • Knowledge and understanding of asset deterioration and preventive maintenance.
  • Knowledge and understanding of asset management.
  • Knowledge and understanding of fundamental geotechnical hydraulic and geological principles.
  • Knowledge and understanding of investment decisions, value engineering and life-cycle cost analysis.
  • Knowledge of federal, state and local laws, codes and ordinances and policies pertaining to transportation engineering.
  • Knowledge of financial management to include budgeting and cost estimation.
  • Knowledge of project management processes.
  • Knowledge of strategic, operational and financial management principles, practices and techniques.
  • Knowledge of transportation engineering principles, practices, standards, and specifications.
  • Skill and ability to positively interact with employees, citizens and government officials.
  • Skill in delivering exemplary customer service and the ability to interact courteously and professionally with the public and other employees.
  • Skill in negotiating.
  • Skill in the use of computers and software applications to include engineering software.
Minimum Qualifications:
  • Ability to communicate in written and verbal forms, including ability to make presentations.
  • Considerable engineering knowledge associated with the management of complex highway assets.
  • Degree in Civil Engineering or related field.
  • Knowledge of relevant asset design and construction methods, such as tunnel and shaft support systems/techniques or bridge materials and construction methods.
  • Knowledge of specific design, construction, inspection, and/or maintenance considerations for assigned asset types,
  • Skill in delivering or managing construction, inspection, or maintenance projects involving highway structures.
  • Valid Professional Engineer's license.
Additional Considerations:
  • Collaborative skills with a track record of leading multi-discipline teams.
  • Completion of FHWA approved comprehensive bridge inspection training.
  • Experience in asset and data management of highway structures relevant to assigned asset types, such as complex facilities or structures.
  • Experience with maintenance projects involving highway structures.
  • Experience with structural access equipment, access methods and relevant workplace safety procedures and regulations.
  • Experience with ventilation, mechanical and electrical systems for tunnels or bridges with complex design features.
  • Extensive engineering experience associated with the inspection of assets, relevant to assigned program areas.
