Founded in 1940, the Norfolk Redevelopment and Housing Authority (NRHA) provides low-income families in Norfolk, Virginia with safe and well-maintained housing. It also plans and administers large-scale residential redevelopment programs within Norfolk.

Summary
NRHA is seeking qualified candidates for Accounts Payable Specialist roles at various levels (I, II, and III) . These positions support the financial operations of the agency by processing vendor payments, maintaining accurate financial records, and ensuring compliance with internal policies and external regulations. Candidates will be evaluated and considered for the level that best matches their qualifications and experience.
E ssential Functions (varies by level)
- Process full-cycle accounts payable transactions: receive, verify, and input invoices; match purchase orders; prepare checks and electronic payments.
- Maintain accurate and organized payable records and files.
- Respond to vendor inquiries and resolve invoice discrepancies.
- Assist with or lead month-end close activities, year-end reporting, and 1099 preparation.
- Monitor payment terms to optimize discounts and avoid late fees.
- Support or lead internal audits, documentation requests, and compliance reporting.
- Collaborate with procurement and internal departments to resolve AP-related issues.
- Identify and implement process improvements and internal controls (II/III).
- Train, guide, or mentor junior AP staff (II/III).
- Manage high-volume or complex vendor accounts and payment schedules (III).
- Prepare and analyze AP-related financial reports and dashboards (III).
- Ensure compliance with HUD regulations and NRHA policies (III).
- Perform other related duties as assigned.
Education & Experience Requirements
Accounts Payable Specialist I
- High school diploma or GED required; associate degree preferred.
- Minimum 1 year of AP or clerical accounting experience.
Accounts Payable Specialist II
- Associate degree in Accounting, Finance, or related field required.
- 2-4 years of progressively responsible AP experience.
Accounts Payable Specialist III
- Bachelor's degree in Accounting, Finance, or related field preferred.
- 5+ years of AP experience, including leadership or public sector experience.
Equivalent combinations of education and experience will be considered.
Knowledge, Skills, and Abilities (progressively increase by level)
- Knowledge of accounting principles and financial recordkeeping.
- Proficiency with Microsoft Office, especially Excel.
- Experience with ERP systems (e.g., Yardi, Oracle, SAP) preferred.
- Strong attention to detail and organizational skills.
- Familiarity with public sector or housing authority accounting is a plus.
- Analytical skills and ability to interpret financial data (II/III).
- Ability to lead process improvements and ensure compliance (II/III).
- Strong communication and vendor management skills.
- Ability to train and mentor others (III).
- Knowledge of HUD or government funding guidelines (III).
Physical Demands/Work Environment
While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear. Occasional standing, walking, and lifting up to 20 pounds may be required. Job may require depth, color, and texture perception.
