Position Description:
Integrated Data Services (IDS) is seeking a highly experienced Systems Acquisition Subject Matter Expert (SME) to support the Department of the Navy (DON), Office of the Assistant Secretary of the Navy (Research, Development & Acquisition) (ASN (RD&A)) in advancing enterprise acquisition and resource management capabilities through the Program Management Resource Tools (PMRT) suite.
The Systems Acquisition SME will report to the IDS Program Manager supporting the ASN (RD&A) PMRT task order and closely coordinate with the IDS program team. The candidate will serve as a trusted advisor providing expertise in Navy acquisition policy, program management, resource management, financial planning, and acquisition modernization. This individual will work closely with functional stakeholders, government leaders, program offices, and technical teams to ensure PMRT capabilities align with Department of the Navy business processes and strategic objectives.
The ideal candidate possesses extensive experience supporting Navy and Department of War (DOW) acquisition organizations and has demonstrated success leading enterprise transformation initiatives across complex acquisition portfolios.
Worksite Location:
We are seeking a candidate based in the Washington, DC/DMV area. This position is currently remote; however, periodic travel to Government facilities throughout the National Capital Region and other Navy locations may be required. Applicants must be willing to support onsite customer engagements when required.
Responsibilities include, but are not limited to, the following:
- Serve as the senior functional advisor for Navy acquisition business processes supporting PMRT implementation and modernization initiatives.
- Advise IDS program team and the DON customer on acquisition strategy, resource management, financial planning, and enterprise business process improvements.
- Analyze acquisition workflows and recommend solutions that improve program execution, visibility, governance, and decision-making.
- Support modernization initiatives aligned with ASN (RD&A) strategic priorities and enterprise transformation objectives.
- Collaborate with Government stakeholders to identify business requirements and translate operational needs into PMRT capabilities.
- Provide subject matter expertise in acquisition planning, budgeting, execution, portfolio management, and program oversight.
- Facilitate executive-level meetings, workshops, and strategic planning sessions with senior acquisition leadership.
- Evaluate policy changes, legislative updates, and Department of the Navy guidance to assess impacts on acquisition business processes.
- Develop executive briefings, white papers, recommendations, and decision support materials.
- Support change management, stakeholder engagement, and user adoption activities during PMRT deployments.
- Partner with software development and deployment teams to prioritize enhancements, validate requirements, and improve user experience.
- Identify opportunities to streamline acquisition business processes while ensuring compliance with Department of War and Navy policies.
Knowledge and Skills:
- Minimum of ten (10) years of experience supporting Department of War acquisition, program management, resource management, financial management, or related disciplines.
- Extensive knowledge of Department of the Navy acquisition organizations, policies, and governance processes.
- Demonstrated experience supporting ASN (RD&A), Portfolio Acquisition Executives (PAEs), Systems Commands (SYSCOMs), or comparable Navy organizations.
- Experience with PMRT or comparable enterprise acquisition or resource management systems.
- Strong understanding of acquisition lifecycle management, program planning, budgeting, execution, and portfolio management.
- Demonstrated ability to communicate effectively with senior executives, SES personnel, Flag Officers, and acquisition leadership.
- Excellent analytical, strategic planning, and problem-solving skills.
- Strong written communication skills with experience using data tools, preparing executive briefings and policy documentation.
- Experience supporting software modernization or enterprise software implementations is highly desired.
- Direct familiarity with the IDS CCaR™ platform and/or PMRT suite, including experience translating acquisition policy and business-process requirements into system capabilities, is highly desired.
- Knowledge of PPBE (Planning, Programming, Budgeting, and Execution) processes is highly desired.
- Experience supporting digital transformation initiatives within the Department of Navy is highly desired.
- Familiarity with Agile software development and requirements management is highly desired.
- DAWIA Practitioner or Advanced certification (or legacy DAWIA Level III) in Program Management, Business-Financial Management, or Engineering is preferred.
Education and Work Experience:
This position requires a minimum of a bachelor's degree from an accredited college or university in business management, engineering, computer science, mathematics, economics or other related discipline.
Physical & Mental Qualifications:
- Must be able to sit, type, hear, see, and speak for extended periods of time.
- Must consistently work and type on a computer for prolonged periods of time.
- Must be able to communicate accurate information and ideas so others will understand.
- Must be able to lift/carry at least 15 lbs.
- May be required to move about inside an office to access file cabinets, office supplies, etc.
Security Clearance:

Some travel may be required.
Hours:
Normal work schedule hours may vary, Monday through Friday. May be required to work additional hours and/or weekends, as needed, to meet deadlines or to fulfill travel obligations.
Salary Range:
- $160,000 -$190,000 per year
The estimated salary range listed is a good faith determination of potential base compensation that may be offered to a successful applicant for this position at the time of this job posting and may be modified in the future. The disclosed salary range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. When determining an applicant’s compensation, various factors are taken into consideration including, but not limited to: geographic location, relevant prior work experience, relevant training, special skills/competencies, education, clearance, licenses/certifications, labor categories/contract rates and other business needs.
IDS offers a robust benefits package including employer paid health, dental, vision, disability, AD&D and life insurance plans for eligible employees. IDS also offers a variety of elective plans to eligible employees including flexible spending accounts, voluntary life insurance and supplemental insurance plans. Benefits become effective the first of the month following the start date of employment unless starting on the 1st of the month, in which case benefits are effective immediately upon the eligible employee’s start date.
