Duration: 5+ Months
Purpose of Position
Performs fiscal, bookkeeping, and accounting-related duties associated with the maintenance of fiscal information, following established procedures in support of a district's or office's administrative operations. Exercises discretion and judgment to classify, proof, and post transactions to journals and ledgers; prepares trial balances, reconciles accounts, maintains control accounts to compare expenditures to budgets, prepares fiscal summaries and reports, collects payroll information, verifies pay rates, authorizations, and deductions, and processes payroll-related activities.
Specific Duties
Cashier Functions
- Collects payments for various services.
- Maintains an Excel log of all transactions.
- Posts payments to patient accounts.
Accounts Payable
- Processes invoices and vendor payments.
- Reconciles transactions on a monthly basis.
- Processes receipts in eVA (Virginia's Procurement Marketplace).
Accounts Receivable
- Processes patient and insurance payments.
- Researches denied insurance claims.
- Verifies current insurance coverage using systems such as DMAS and Availity.
Vital Records
- Processes death, birth, marriage, and divorce certificates using Microsoft Access.
Technology Skills
- Demonstrated experience using Microsoft Office 365, including Word, Excel, and Access.
- Proficient in typing and working with computer systems.
Customer Service & Teamwork
- Provides excellent customer service.
- Works collaboratively as a team player.
- Supports all aspects of Business Office operations.
- Maintains flexibility to work at other locations, including Hampton and Williamsburg, as needed.
Typical Core Duties
1. Billing / Accounts Receivable
- Processes accounts receivable invoices, vendor payments, agency-to-agency payments, and other financial transactions, entering all transactions into the financial database.
- Reviews bills and other fiscal documents for accuracy prior to processing and/or distribution.
2. Voucher Processing
- Reviews, sorts, and processes incoming documentation related to invoice processing for accuracy.
- Codes, processes, batches, and reconciles vouchers.
- Assigns voucher numbers and logs voucher information into the designated database.
3. Records Maintenance
- Files fiscal documents and reports, including payments, deposits, reconciliation files, and related records, ensuring naming conventions are consistent with information entered into financial systems and databases.
- Maintains files and records in accordance with established records maintenance procedures and guidelines.
4. Other Duties
- Performs additional duties as assigned, which may include functions in support of an emergency declaration.
Supervision / Independence of Action
Performs routine fiscal duties independently while following established procedures. Seeks guidance from a supervisor regarding policy interpretation and the processing of non-routine or complex requests.
Typical Knowledge, Skills, and Abilities (KSAs)
- Working knowledge of accounting and bookkeeping standards.
- Skill and experience using Microsoft applications, including Excel, Access, and Word.
- Working knowledge of accounting and/or similar batch-processing systems.
- Strong organizational, customer service, billing, and data entry skills.
- Ability to prepare, file, and reconcile financial data.
- Experience processing vouchers.
Preferred Qualifications
- High School Diploma.
- Working knowledge of the Commonwealth Accounting System (Cardinal).
- Knowledge of state accounting policies and procedures.
