Position Overview
We are seeking an experienced Business Systems Analyst to support a federal data analytics program focused on human capital analytics, workforce reporting, and enterprise data management initiatives. This role serves as a key liaison between business stakeholders, technical teams, and program leadership to translate operational needs into scalable analytics and reporting solutions.
The ideal candidate brings strong analytical and communication skills, experience supporting federal government environments, and expertise working with HR systems, reporting platforms, and business intelligence tools. This individual will help drive data-informed decision-making by gathering requirements, analyzing business processes, developing dashboards, and supporting enterprise reporting initiatives.
The work environment will be a hybrid work environment. Position is contingent upon contract award.
Key Responsibilities- Analyze business operations, user requirements, and system workflows to support data analytics and reporting initiatives.
- Collaborate with federal stakeholders, program managers, technical teams, and end users to identify business needs and recommend solutions.
- Support human capital analytics initiatives through data analysis, workforce reporting, and dashboard development.
- Gather, document, and manage functional and technical requirements, user stories, process flows, and business rules.
- Develop and maintain reports, dashboards, and data visualizations using enterprise reporting and analytics tools.
- Generate and validate reports from systems including SharePoint, SAP products, personnel management systems, OBIEE, and AI-enabled analytics platforms.
- Perform data analysis, data validation, and quality assurance activities to ensure accuracy and consistency of reporting outputs.
- Assist with system integration efforts, data mapping, and business process improvement initiatives.
- Support Agile project activities including backlog refinement, sprint planning, testing support, and stakeholder demonstrations.
- Facilitate meetings, workshops, and requirements sessions with technical and non-technical stakeholders.
- Prepare documentation including business requirements documents (BRDs), process diagrams, SOPs, test plans, and user guides.
- Support change management and user adoption activities related to analytics and reporting solutions.
- Minimum of 6 years of experience as a Business Systems Analyst, Business Analyst, or related role supporting enterprise systems or analytics programs.
- Experience supporting federal government projects and working within government program environments.
- Experience consulting clients in human capital analytics, data management, and HR systems and platforms.
- Experience generating reports and analytics using SharePoint, SAP products, personnel management systems, OBIEE, and AI applications.
- Experience developing dashboards, scorecards, and executive-level reporting solutions.
- Strong understanding of business process analysis, requirements gathering, and data analysis methodologies.
- Experience working with structured and unstructured data sources in enterprise environments.
- Ability to communicate effectively with executives, technical teams, and business stakeholders.
- Experience supporting testing, validation, and user acceptance activities.
- Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
- Must be able to attain and retain a Public Trust clearance.
- Experience supporting federal HR, workforce analytics, or personnel systems initiatives.
- Familiarity with Agile methodologies and project delivery frameworks.
- Experience with data visualization and business intelligence platforms.
- Knowledge of data governance, data quality, and reporting best practices.
- Experience supporting AI-enabled analytics or automation initiatives.
- Bachelor's degree in Information Systems, Business Administration, Data Analytics, Computer Science, or related field.
