Job Description
Leffler Consulting is seeking a seasoned Budget Development Analyst with expertise in budget formulation to support an Intelligence Community customer in Chantilly, VA. The candidate will provide support in resource planning for a dynamic area of the space community. Work will be performed on-site and requires an active TS/SCI security clearance with a CI poly.
Duties
- Establish and maintain financial management information with a focus on budget
formulation - Directly support Government leadership to align the financial management approach
with strategic objectives - Support development of the President’s budget submission
- Analyze trends and developments in planning, programming, budgeting, and execution
processes to identify inconsistencies that could impact financial performance - Develop working knowledge of financial policy, procedural guidance, and strategic
issues to determine the financial impact - Provide budgetary information for entry into government financial systems, and develop
products using Microsoft applications
Required Education
- Bachelor’s degree in business-related discipline, such as Accounting, Finance, or
Economics
Required Experience
- 12+ years of government financial management experience with specific experience in
building the Government’s IPBS/POM in the IC/DoW - Must be proficient in Microsoft Office, including PowerPoint and Excel (pivot tables and
macros) - Ability to apply analytical techniques to evaluate programmatic data and resolve
inconsistencies - Demonstrated knowledge of Federal Appropriation Law, concepts, methods, and
standards impacting financial activities - Knowledge of project management concepts and principles as well as Federal
Government budgetary principles and procedures
