Job Description

Leffler Consulting is seeking a Budget Director to join our team in Chantilly. The senior candidate will provide subject matter expertise focusing on resource planning, analysis, and execution of large space development, acquisition, and operation programs in support of Program Office, Directorate, and staff components. Work will be performed on-site with the customer and requires an active TS/SCI security clearance with a CI poly.

Duties

• Establish and maintain multi-faceted financial management information
• Interact with management, technical workforce, and development contractor to align the financial management approach with program objectives
• Ensure accurate financial reporting by researching, compiling, verifying, and summarizing program and financial information. This includes performing Reviews (BMRs), Cost Accumulation Policy (CAP) compliance, GEAC maintenance, and other financial reporting.
• Review program requirements and spend plans for accuracy and completeness
• Evaluate program performance and recommend resource allocations
• Support development of the President’s budget submission (IPBS, CBJB and CJB, or POM and BES in DoD) for large-scale acquisition programs
• Analyze trends and developments in planning, programming, budget, and execution processes to identify inconsistencies that could impact financial performance
• Develop working knowledge of financial policy, regulations, procedural guidance, and strategic issues to determine the impact to financial management
• Provide budgetary information for entry into government financial systems, and develop products using Microsoft applications
• Prepare and coordinate funding documents, to include managing funds transfers between agencies
• Perform other duties as assigned to support corporate initiatives

Skill Set:

• Ability to apply analytical techniques to evaluate programmatic data and resolve inconsistencies
• Demonstrated knowledge of Federal Appropriation Law, concepts, methods, and standards impacting financial activities
• Knowledge of Cost and Price analysis preferred
• Knowledge of project management concepts and principles as well as Federal Government budgetary principles and procedures

Required Education

• Bachelor’s degree in business administration or related business field

Required Experience

• A minimum of 5 years working in a budget office supporting NRO/DoD/IC
• Experience supporting Major Systems Acquisition (MSA) programs in the IC (Intelligence Community) or ACAT1 programs/Major Defense Acquisition Programs (MDAPs) in the DoD. Space acquisition experience is highly desired but not required.
• Experience with budget planning and execution in a SAP/CAP environment
• Must be proficient in Microsoft Office, including PowerPoint and Excel (pivot tables and macros)
