Billing Specialist
Position Summary : The Billing Specialist is responsible for the day-to-day administration of direct projects, project billing and monthly project reporting.

- Prepare, process, and remit compliant invoices. Communicate with the Company's customers to enable the timely remittance of amounts due. Maintain department project billing status report. Maintain and distribute routine Accounts Receivable tracking and reporting.
- Complete monthly review of charges to unit billing accounts and prepare Unit Entries for Unit Billing
- Timely accumulate, validate, and review all project costs consistent with the Company's defined cost structure.
- Administer tasks within the Company's cost accounting system, including the setup and maintenance of projects and workforce. Maintain data and document integrity within the cost accounting system and department filing systems.
- Apply U.S. generally accepted accounting principles (GAAP), Cost Accounting Standards (when relevant), and Cost Principles to maintain compliant cost structures.
- Reconcile project funding and costs to produce routine project financial reporting.
- Reconcile project expenditures and employee expense claims for compliance with contract requirements, cost principles, and the Company's policies and accounting practices.
- Assess departmental processes to identify opportunities for improvement and increased efficiency. Propose enhancements and support the implementation of approved changes by developing and maintaining comprehensive process and procedure documentation.
- Regularly communicate among department staff and with project management and other project support functions.

Education/Experience :
- High school diploma or equivalent, required. Bachelor's degree preferred.
- Three years of experience in a finance or accounting function in support of a U.S. federal contractor.
- Knowledge of U.S. federal acquisition regulations (FAR) and government
award documents. Familiar with public procurement strategy and procedures.
Language Ability :
- Read, analyze, and interpret complex documents. Respond effectively to sensitive inquiries. Make persuasive presentations on complex topics to management.
Mathematical Ability :
- Work with mathematical concepts such as probability and statistical inference. Apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability :
- Define problems, collect data, establish facts, and draw valid conclusions. Interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Certificates and Licenses:

Computer Skills :
- Proficient with Microsoft 365 applications with heavy focus on Microsoft Excel and its basic functions (e.g., VLOOKUP, SUMIF, XLOOKUP, pivot tables).
- Proficient with SharePoint (Navigation and document uploading, sharing and downloading)
- Proficient with Adobe Professional (Edit PDF, combine files and organize pages)
- Proficient with Deltek Costpoint ERP, including a minimum of 3 years' experience with its Projects domain.
- Proficient with government invoicing portals (WAWF/IPP) (CLIN level invoice entry and upload)
