Architect Engineering Mgr III

Provide executive level leadership to the statewide engineering program by ensuring sound decisions are made impacting multi-million dollar engineering projects. Oversee delivery of statewide support, training and resources to the districts in order for them to manage delivery of their engineering programs. Oversee all VDOT, state and federal policies and procedures. Provide leadership, guidance, and direction to ensure that VDOT has the most effective and efficient statewide roadway maintenance, equipment management, asset management, rest areas, pavement program and emergency response organization. Ensure quality and safety of the traveling public and preserve the investment in the transportation infrastructure. Direct all maintenance program functions for VDOT to include statewide policies and processes, pavement management programs and infrastructure inventory, statewide equipment management, statewide programs for contracting maintenance activities, safety rest area management, highway performance monitoring system, and roadside management.

How you will contribute:
  • Communications: Establish working relationships with Central Office and District staff along with external contacts to ensure the effective exchange of information. Direct the maintenance research program committee and approve its projects. Represent VDOT in technical matters relating to the management and direction of maintenance programs and projects. Coordinate various committees to ensure recommendations are properly channeled and implemented within area of responsibility.
  • Compliance: Ensure VDOT compliance with federal and state laws and regulations in the delivery of statewide maintenance programs. Ensure quality control and quality assurance compliance in maintenance programs statewide. Interpret existing and proposed legislation to determine fiscal and programmatic impacts to maintenance programs. Develop and communicate policies, standards, operating procedures and specifications to field organizations.
  • Coordination and Policy Functions: Act for and in support of Executive Management.
  • Direct Statewide Maintenance Functions: Develop statewide policies, procedures and processes to direct maintenance and emergency management functions statewide. Develop work and performance measurements and report results on program effectiveness. Provide program leadership and direction to field maintenance management staff. Ensure effective statewide contracting of maintenance work as required by law. Perform cost-benefit analysis of contracts. Recommend and implement changes to contracts due to financial constraints, performance or other contractual issues. Monitor maintenance spending, identify best practices for statewide implementation and enhance customer satisfaction. Ensure public safety and customer satisfaction with safety rest areas.
  • Division Management: Serve as State Engineer and direct the work of assigned engineering division.
  • Equipment, Pavement and Data Inventory Management: Right size equipment fleet and ensure delivery of repair services and equipment performance. Develop and manage a preventive pavement management program. Ensure appropriate reporting of data to FHWA through HPMS. Ensure condition and inventory data collection is available for use by those who need data in VDOT. Provide information reports to managers.
  • Policy Management: Manage statewide policies and procedures with oversight authority and responsibilities. Serve as an executive consultant to the districts in managing their programs.
  • Processes and Programs: - Oversee the asset management program to ensure technical information is accurate and delivery of service is completed within budget. Ensure the current version of the Asset Management System is maintained, ensure date is accurate and updated in ASM, enhance the Six Year Planning Process for maintenance, and implement a new equipment rental process.
  • Staff Training and Development: Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.

  • Comprehensive knowledge of related federal and state laws, regulations, policies and programs affecting maintenance programs.
  • Comprehensive knowledge of transportation engineering maintenance and construction principles and methods, related to preservation and preventive maintenance management.
  • Demonstrated skill developing statewide policies and processes to direct maintenance programs and resolving complex engineering and contractual disputes.
  • Knowledge and experience in leading and directing major transportation programs in a public agency.
  • Knowledge of management, supervisory, and leadership principles and practices.
  • Knowledge of transportation and civil engineering principles and practices.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Skill in the use of computers and software applications to include MS Office products.
  • Skill in the use of computers including engineering software applications.
Minimum Qualifications:
  • Ability to develop and lead evaluations of program delivery, cost effectiveness of practices, procedures and standards to ensure the most efficient practices are in use statewide.
  • Ability to lead the development of multi-year, multi-project work plans and performance measures of program effectiveness
  • Ability to organize, plan, implement and evaluate programs and direct others.
  • Ability to think strategically and possess the business acumen to collaborate with business leaders and government officials.
  • Comprehensive knowledge of transportation engineering maintenance and construction principles and methods, related to preservation and preventive maintenance management
  • Degree in Civil Engineering or related field.
  • Experience applying federal and state laws, regulations, policies and programs affecting maintenance programs.
  • Knowledge and experience in leading and directing major transportation programs in a public agency.
  • Skill in developing statewide policies and processes to direct maintenance programs and resolving complex engineering and contractual disputes.
  • Skill in the use of computers and software applications to include MS Office products.
  • Valid Professional Engineer's license.
Additional Considerations:
  • Ability to hire and motivate high-performing staff and to create effective teams to achieve results.
  • Experience communicating effectively with elected and appointed officials at all levels of government and in the private sector.
  • Experience managing large budgets, making recommendations for program funding and cost effectiveness.
  • Experience working with multiple high priority projects under deadlines.
  • Extensive experience in contract management as it relates to contracted maintenance services, including procurement principles and procedures.
  • Progressive managerial experience directing transportation-related maintenance programs.
