Hiring: Professional Leadership Development & Executive Management Consultant

Location: Leesburg, Virginia (Hybrid – On-site meetings, workshops, interviews, and stakeholder engagement as required)

Duration: One-Year Initial Contract with up to Four One-Year Renewals

The Town of Leesburg, Virginia is seeking an experienced consultant to provide organizational assessment, leadership development, executive coaching, strategic planning, succession planning, and implementation support. The consultant will help strengthen organizational effectiveness, leadership capabilities, workforce planning, and service delivery.

Key Responsibilities:

✔ Conduct organizational assessments and evaluate organizational structure, staffing, workflows, and service delivery.

✔ Identify operational inefficiencies, duplication, bottlenecks, and opportunities for process improvement.

✔ Develop strategic plans, implementation roadmaps, performance measures, and actionable recommendations.

✔ Provide executive coaching, leadership development, mentoring, and advisory services.

✔ Design and facilitate leadership training, workshops, team-development sessions, and retreats.

✔ Support succession planning, leadership continuity, workforce development, and knowledge transfer.

✔ Develop organizational assessment, succession, leadership, and implementation plans.

✔ Work with Town leadership and departments to support continuous improvement and organizational effectiveness.

Required Experience:

✅ 3–5+ years of experience in organizational development, leadership consulting, executive coaching, or strategic planning.

✅ Experience conducting organizational assessments and process improvement initiatives.

✅ Experience working with local government or public-sector organizations , preferably in Virginia.

✅ Proven experience in leadership development, executive coaching, and strategic planning.

✅ Experience with succession planning, workforce development, and change management.

✅ Strong communication, facilitation, presentation, stakeholder engagement, and project management skills.
