Architect Engineer I
- Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
- Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
- Contract Approval: Review and approve written contract specifications for inclusion in contracts.
- Contracts: Write contract specifications and document project specific notes detailing the engineering expectation unique to the specific maintenance and construction project.
- Document Requirements: Plans or documents complex specific maintenance and construction projects in accordance with the latest technological standards and legal requirements.
- Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
- Maintain and Develop Specifications: Develop and maintain critical engineering elements for statewide maintenance and construction specifications that govern and regulate activity and incorporation of materials and services during construction.
- Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
- Policies and Procedures: Research and analyze engineering design standards, products, construction methods and procedures, and governmental legislation, regulations, policy and procedures.
- Procedure Development: Develop policies, procedures and instructions to clarify and guide statewide personnel involved in all stages of engineering related to construction.
- Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
- Project Specifications: Format electronically and distribute project specifications, notes or documents developed for individual maintenance and construction projects.
- Provide Engineering Guidance: Share knowledge of VDOT and program area policy and procedures, and electronic document processing capabilities to other engineering disciplines and construction industry through participation in committees, other divisions, departments, industries, associations, alliances; and subcommittees (as requested).
- Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
- Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.
- Ability to apply engineering principles and practices.

- Ability to research, develop and write specifications or similar legal or technical documents that describe various types of construction and maintenance work.
- Knowledge engineering specifications and standards.
- Knowledge of Intelligent Transportation System principles.
- Knowledge of VDOT, state, and federal policies and procedures relating to transportation engineering.
- Knowledge of Value Engineering principles and practices.
- Knowledge of asbestos abatement.
- Knowledge of hazmat mitigation procedures and regulations.
- Knowledge of legal concepts and principles relating to contract law.
- Knowledge of project management procedures and principles.
- Knowledge of road and bridge design and construction technology and terminology.
- Skill in providing and promoting good customer service to internal and external customers.
- Skill in the use of computers and software applications to include MS Office, project management and engineering software programs.
- Extensive experience in contract administration and management, value engineering, project constructability reviews, and maintenance program management.
- Extensive experience in the design, construction, inspection or maintenance of civil engineering projects.
- Extensive experience with planning and specification development, reading, interpretation, and application of construction and maintenance engineering principles, practices and procedures.
- Extensive oral and written communication experience with multi-discipline engineering and legal experts.
