Cost Estimator (Mid Level)

Responsibilities
Assist with the development and refinement of Government Cost estimation models. Develop, maintain, and update credible, defensible, and replicable cost estimates (including Life-Cycle Cost Estimates, Independent Government Cost Estimates, Cost/Budget Excursions, ROMs, Program Contractor Cost Estimate, in support of annual Program Objective Memorandum (POM) submissions) for the Government Customers in any phase of the acquisition life cycle. Assess technical requirement, program performance, cost, and schedule risk as applicable to the cost estimate and appropriately factor any risk and uncertainty into the cost estimates. Consult technical experts/teams when determining risk and uncertainty; document all rationale and sources. Use Government-approved cost estimating tools/software and appropriate published databases like CADE to perform estimates. Provide thorough documentation of methodologies, assumptions, and all details used in cost estimates. Assist in developing Program WBS to ensure compliance with Military Standard 881F and Defense Cost and Resource Center standards. Collect, normalize, and document software, cost, and schedule performance data from historical programs and utilizing in cost analysis. Prepare comprehensive reports, papers, and presentations explaining cost estimates, justifying results and recommendations, and supporting review processes. Participate in Cost Estimate Review (CER) presentations and prepare the necessary documentation in government-approved formats. Develop Cost Analysis Requirements Descriptions (CARD) to ensure consistency, completeness, and compliance with applicable standards and regulations. Conduct formal reviews of CARDs to ensure they meet all necessary guidelines and standards.
Requirements
5 to 9 years of relevant experience in cost estimating and model development. Proven experience developing and updating government cost estimates such as Life-Cycle Cost Estimates, Independent Government Cost Estimates, Cost/Budget Excursions, ROMs, and Program Contractor Cost Estimates. Experience preparing comprehensive reports, papers, and presentations explaining cost estimates and analysis documentation. Exceptional interpersonal, written, and verbal communication skills. Self-starter with the ability to recognize needs and act independently. Strong organizational and problem-solving skills with multi-tasking capabilities. Proficient in MS SharePoint, Word, PowerPoint, Teams, Excel, and Outlook. Bachelor’s Degree in Operations Research or related field, including 24 semester hours in mathematics, statistics, or related subjects, with at least 3 hours in calculus. ICEAA Certified Cost Estimator/Analyst and/or DAWIA Cost Estimating Certification is required.
