Contracts Manager
Job Summary:
FRDA is seeking a Contracts Manager with experience and knowledge in project control to support our project management processes. The candidate should have experience with a variety of contract types (e.g. CPAF, FFP, T&M, IDIQ) and Performance-Based Contracts. The successful candidate will have excellent organizational, communications, and interpersonal skills to assist the engineering and program staff with meeting business and financial objectives within contractual constraints.
Key Responsibilities:
- Assist in the preparation of proposals, negotiation of contracts, administration, and monthly financial reporting of awarded contracts through closeout.
- Ensure progress and financial reporting are in accordance with the requirements of the contracts and Contract Data Requirements List (CDRL).
- Support operations and program staff with a strong working knowledge of current government acquisitions regulations and other laws applicable to contracts.
- Support operations and program staff with a knowledge of the federal acquisition process, government contracting principles and governing regulations (e.g. FAR/DFAR).
- Monitor funding for contracts, burn rate, and financial position of assigned contracts.
- Review and track information for projects including contacts, active projects, contracts, agreements, quotes, RFPs and project related information.
- Maintain contracts databases and contracts files.
- Provide a full range of accounting support.
- Maintain and update employee and customer account databases.
- Generate reports on contract and subcontract activity as required and respond to ad hoc requests.
- Perform project set-up in financial and administration systems for new contract awards and modifications.
- Follow up with the Accounting Department on outstanding invoices and actions.
Minimum Qualifications:
- A bachelor’s degree in a relevant field.
- A minimum of five (5) years of experience with government contracts and financial reporting.
- A minimum of three (3) years’ experience in budget planning, execution, manpower and resource planning, and financial reporting in government contracting environments.
- Deep understanding of FAR/DFAR
- Familiarity with CDRL.
- Experienced at managing multiple work assignments and meeting critical deadlines.
- Proficient in word processing, spreadsheets, analysis techniques, and workstations tools (e.g. MS office products).
- Deltek CostPoint experience.
- Active Secret clearance and eligible to obtain Top Secret/SCI.
Preferred Qualifications:
- DOD and/or IC contracting experience.
- Top Secret/SCI clearance.
