Transport Opertns Manager III
- Budget Development and Management: Ensure financial resources are planned and expended to fulfill needs within budgetary limits, policies, procedures, and deadlines. Monitor expenditures and status allocations and make adjustments to stay within goals. Work collaboratively to accomplish objectives.
- Communications: Respond to inquiries from internal and external customers by researching and reviewing requested information and providing responses. Communicate with elected officials, citizens, and media on maintenance programs and issues. Investigate, resolve, or diffuse conflict situation. Interact with VDOT Staff to achieve goals. Support leadership by being situationally aware of critical issues. Actively promote open communications and workforce development.
- Emergency Operations: Ensure all employees are properly trained to enact emergency response duties. Ensure required Personal Protective Equipment and any other equipment is available for staff during emergencies. Oversee training, coordination, and implementation of emergency action plans. Conduct all emergency operations in compliance with FEMA and FHWA regulations. Secure hired equipment, emergency resources, and establish snow removal, and emergency response plans. During emergency operations, handle logistical issues so Field Maintenance Leadership are able to handle the emergency response. Conduct periodic visits during storms to each work unit to ensure they have adequate resources. Coordinate necessary training courses required for emergency response. Ensure After Action Reports or Lesson Learned briefs are conducted afterwards to assist in future emergencies.
- Environmental: Ensure timely submittal of documents to Environmental and Hydraulic sections, as prescribed, for maintenance operations requiring permits and/or having environmental impacts. Monitor compliance with all Environmental commitment and/or permits and the Project-Specific Stormwater Pollution Prevention Plan. Coordinate with Environmental section to ensure compliance with any environmental requirement and ensure Field Maintenance Leadership has uploaded required information into the Comprehensive Environmental Data and Reporting System.
- Equipment: Effectively manage equipment resources and business activities. Monitor equipment preventive maintenance program. Ensure work units have needed equipment, or use alternative means to secure assets needed to complete work. Work with Field Maintenance Leadership to coordinate submittal requests of replacement equipment and partner with respective equipment shop supervisor to prioritize needs.
- Fiscal, Inventory, and Procurement: Effectively manage resources to support the District's Dashboard targets. Promote sound, ethical business transactions to ensure compliance with policies and procedures. Oversee purchasing, inventory, and accounts receivables. Monitor established IMS goals and manage inventory based on IMS policies and procedures. Respond to local audit findings and ensure proper resolution to irregularities.
- Maintenance Operations Program Delivery: Manage maintenance staff to ensure work activities are productive and effective. Monitor schedules, guidelines, budgets, policies, and procedures to deliver satisfactory services and work product in compliance with environmental regulations. Manage workload with manpower resource levels using outsources methods to address needs beyond capabilities.
- Pavement Management: Oversee yearly resurfacing for the residency primary and secondary routes. Ensure ride reviews are completed, prioritized list is reviewed, and submittal timely. Ensure all maintenance repairs are completed prior to resurfacing.
- Workforce Safety: Serve as Safety Leader and Mentor by managing all safety aspects of safety relating to maintenance operations. Lead by example and promote a safety culture that will extend beyond the workplace. Work with Field Maintenance Leaders and employees to ensure the safety of workforce, workplace and work zones by actively promoting safety awareness, training and improving programs. Ensures Field Maintenance Leadership is reviewing job sites paying particular attention to safe work practices, proper protective equipment and work zone safety issues. Leads the investigations of injuries, incidents, close calls, near misses, and safety concerns with an emphasis on fact finding and identifying corrective measures. Recognize and reward good safety practices and ideas.
- Ability effectively communicate orally and in writing with the general public, property owners, contractors, and VDOT staff.
- Ability to plan and coordinate resources, multiple projects and schedules; assess training needs and provide workforce development opportunities.

- Considerable knowledge of highway construction and maintenance equipment, materials, and work methods.
- Considerable knowledge of roadway construction and maintenance operations to include short and long-range planning, budgeting, and inventory management.
- Skill in developing and promoting effective workforce teams with ability to assess training needs and provide workforce development opportunities.
- Skill in reading road and bridge plans and maintaining documentation.
- Skill in the use of computers and software applications.

- Valid driver's license.
- A combination of training, experience, or education in Engineering, Public Administration or related field desired.
- DEQ: Inspector for Erosion Sediment Control (ESC IN).
- Experience developing and promoting effective workforce teams that demonstrate VDOT's core competency model.
- Experience or skill in the use of automated financial software; advanced skilled in computers a plus.
- Progressively responsible experience in budget management and allocations
- Progressively responsible experience in the management and supervision of roadway maintenance or construction activities.
