Job Description Active TS/SCI with Polygraph Required Program Manager located at a client site in Fauquier County, VA providing leadership and oversight to CONUSemployees. This role is responsible for planning, organizing, directing, and controlling all contractor andsubcontractor activities to ensure contract compliance, safety, quality, value, timeliness, and Fluor profitability. The Program Manager will perform project management responsibilities on a large, moderate-risk FacilitiesOperations and Management contract that includes construction projects, procurement activities, and CentralPlant operations. This role develops a thorough understanding of the prime contract and relevant subcontracts tosupport the project management team fully. The Program Manager is dedicated full time on-site, ensuring allservices and tasks comply with program guidelines and budgets, and proactively seeks efficiencies and costreductions. Provide on-site leadership, direction, and control of all contractor and subcontractor activities across multiple secure US Government sites. Responsible for profit and loss, and supervision and technical direction of 150+ Fluor and subcontractor employees. Reports to the Intelligence Executive Director and maintains continuous interaction with the US Government. Serve as the primary point of contact for the Contracting Officer (CO) and Contracting Officer’s Technical Representative (COTR), maintaining close client relationships. Ensure compliance with Baseline Centric Execution, safety, quality, cost, and productivity requirements in all managed locations. Oversee project delivery in accordance with execution and commercial baselines, integrating daily PMO staff operations and deliverables. Define and establish program organization and staffing requirements, coordinating with supporting organizational managers. Ensure full range of corporate resources from Fluor is available and effectively deployed to support the contract. Ensure adequate qualified staffing to provide continuous services throughout the contract period. Alert the Government to opportunities for cost reduction and efficiency improvements. Proactively recommend process improvements, including identifying automated tools to increase efficiency. Support Government planning and evaluation of customer requirements, including feasibility assessments, resource and cost estimation, scheduling, and implementation of business models. Manage contracts with Level Of Effort (LOE) and swing rate requirements. Ensure effective coordination among design, procurement, material management, and construction teams. Maintain effective interface management with third parties. Comply with security and management standards for computing facilities and systems, including use of Fluor reference systems. Verify accurate and timely submission of project invoices, proactively managing accounts receivable and payments. Keep Fluor executive leadership fully informed on project status, client relations, cost, schedule, risk assessment, and financial performance. Lead technical and commercial proposal efforts as requested, including project planning, execution methods, scheduling, cost estimating, and strategy. Mentor and develop Fluor personnel to sustain the program and foster new business opportunities. Provide an environment conducive to the professional development of project personnel via training and timely feedback. May require occasional travel (typically one trip per month). Available 24/7 for emergency response and must be physically present on-site during normal business hours; remote work is not authorized. Must respond to site within 2 hours of emergency notification outside normal hours. Basic Job Requirements • Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders • Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines • Ability to attend to detail and work in a time-conscious and time-effective manner Other Job Requirements Minimum of 10 years managing projects of similar size and scope, with at least 15 years supporting the Intelligence Community. Experience managing 24x7 operational environments and supervising large, integrated teams. Experience managing a contract with Level Of Effort (LOE) and swing rate requirements Knowledge of process improvement models and crisis management, including planning and supporting special events. Proficient in major project management concepts and customer service excellence. Must possess an active TS/SCI clearance with a favorable government polygraph. U.S. Citizen This position is contingent on approval by the US Government Contracting Officer. Preferred Qualifications Engineering experience and professional engineer license. Program management certification. Experience leading Service Contract Act (SCA) employees. Proficiency with Maximo and Costpoint. Jobsite experience and knowledge of construction safety programs. Market Rate Statement: The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
