Sr Manager, GIS & Technology

Overview:Responsible for establishing, implementing, and enhancing GIS services, spatial data solutions, and geospatial technology programs in coordinated support of Ports & Harbor operations. This position drives the end-to-end delivery of GIS-enabled products and enterprise platforms, ensuring solutions are delivered on time, within scope, and aligned with client, operational, and business objectives. The role serves as a critical bridge across Ports & Harbor, Engineering, IT, and data acquisition teams to deliver scalable, secure, and high ‑ quality geospatial solutions that support project delivery, client decision-making, and broader digital transformation initiatives.
Responsibilities:Leadership and Direction
- Receive broad direction from senior leadership regarding objectives, priorities, and policies, and translate these into effective execution strategies.
- Manage, mentor, and support Ports and Harbor GIS specialists across offices and regions.
- Build and maintain strong relationships with clients, staff, branch managers, regional managers, and corporate leadership.
- Provide mentorship, technical guidance, and coaching to empower operations teams in effective GIS and spatial technology deployment.
- Lead innovation efforts and digital transformation initiatives across geospatial delivery functions.
At the Operational and Company Level
- Collaborate with corporate teams, Ports & Harbors leadership, Engineering, IT, developers, and data acquisition specialists to support enterprise GIS platforms and geospatial initiatives.
- Serve as a liaison across departments to coordinate workflows, QA/QC processes, data integration activities, analytics support, and enterprise platform improvements.
- Ensure GIS solutions are scalable, secure, and compliant with company architecture standards, cybersecurity policies, and relevant regulatory frameworks.
Do the Work
- Support administration, configuration, maintenance, and troubleshooting of GIS software tools including ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, spatial databases (SQL Server, PostgreSQL/PostGIS, Oracle Spatial), and related geospatial applications.
- Contribute to implementation and enhancement of:
- Spatial data solutions across enterprise GIS platforms
- Web and mobile GIS applications
- Spatial analytics dashboards
- Spatial data pipelines, ETLs, and integrations
- Manage GIS and geospatial technology projects including scoping, timelines, budgets, risks, and dependencies.
- Oversee development of documentation, user guides, and best practices for PACK in support of Ports & Harbor
- Collaborate with project teams to interpret GIS and spatial data requirements, customizing tools and workflows to meet technical and project needs.
- Support API integrations and automation using Python, JavaScript, REST services, and related technologies.
- Enable advanced spatial analytics, modeling, visualization, and use cases including asset management, infrastructure planning, environmental analysis, risk modeling, and change detection.
- Evaluate user feedback to continuously improve PACK tools, services, and delivery processes.
- Promote DevOps principles and continuous improvement in geospatial application development and delivery.

- Technical fluency in GIS, spatial data systems, and geospatial technologies.
- Strong stakeholder communication and change management capabilities.
- Bachelor’s degree in Computer Science, Information Technology, GIS, Geography, Engineering, Information Systems, or related field required; master’s degree welcomed.
- Ten (10+) years of experience with GIS, spatial data systems, or geospatial product environments required.
- Three (3+) years of supervisory, product delivery, or project coordination experience preferred.
- In-depth knowledge of Esri ecosystems (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise), spatial databases (PostGIS, SQL Server, PostgreSQL, Oracle Spatial), and industry geospatial tools.
- Experience in web-based GIS application development (JavaScript APIs, REST services), Python scripting, and spatial data integration solutions.
- Experience with cloud environments (Azure, AWS, GCP) preferred.
- Strong understanding of spatial analytics, automation, geospatial development, and data lifecycle management.
- Excellent analytical, troubleshooting, and problem-solving skills.
- Ability to communicate effectively with team members at all levels.
- Ability to perform tasks with minimal supervision.
- Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.
- Mobility around an office environment.
- Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- Occasional lifting or carrying up to 20 pounds.
- Occasional pushing or pulling up to 20 pounds.

Salary and eligible variable compensation (if any) commensurate with experience. Range $130,000 - $160,000 and includes a comprehensive benefits package.
