Technical Lead

rockITdata is seeking a Technical Lead who would be responsible for designing and implementing centralized metadata repositories and metadata exchange mechanisms. This role will lead enterprise architecture alignment efforts and ensure technical solutions meet federal health data governance standards.

This position is a hybrid role with part time onsite expectations in Rosslyn, Virginia.

Key Responsibilities

• Design and implement repository architecture for centralized metadata management
• Lead SharePoint GCC-High site provisioning and Power Platform configuration
• Architect federation mechanisms for metadata exchange with enterprise analytics platforms
• Ensure all technical solutions align with federal data governance framework requirements
• Develop REST API specifications for metadata federation capabilities
• Lead technical integration activities across team members and partners
• Design and oversee Power BI dashboard development for governance metrics
• Establish data quality rules engine and lineage tracking configurations
• Review and approve technical documentation and architecture decisions
• Mentor and provide technical guidance to Analysts and Engineers
• Support Analysis of Alternatives (AoA) evaluations for enterprise data catalog solutions

Required Qualifications

• Bachelor's degree in Computer Science, Information Technology, Data Science, or related field
• Minimum 8 years of experience in data governance, data architecture, or enterprise data management
• DoD experience with data catalog implementations or metadata management initiatives
• Proficiency with Microsoft Power Platform (Power Apps, Power Automate, Power BI)
• Experience with SharePoint Online/GCC-High administration and development
• Strong understanding of metadata standards (DCAT, NIST, ISO)
• Experience designing and implementing REST APIs for data integration
• Active Secret clearance or ability to obtain within 30 days of contract award

Preferred Qualifications

• Master's degree in related field
• Experience with DoD enterprise analytics platforms (ADVANA, Jupiter, etc.)
• Knowledge of Python and SQL for data pipeline development
• TOGAF or similar enterprise architecture certification
• Experience with AI/ML platforms (AskSage, Amazon Bedrock, Azure OpenAI)
• Prior federal health IT experience (DHA, VA, HHS)
