At RDA, we’re looking for an experienced engineering leader ready to shape the future of our Site-Civil Engineering division. In this role, you’ll drive the strategic vision for the team, leading multiple groups across land development, infrastructure design, permitting, and project delivery.
You’ll play a key role in delivering high-quality, cost-effective solutions that meet client goals while staying aligned with evolving local regulations and industry standards. From mentoring teams and strengthening client relationships to overseeing complex projects from concept to completion, you’ll help ensure technical excellence and long-term success across the division.

- Lead, mentor, and manage the Site-Civil Engineering team, fostering a collaborative, high-performing environment focused on professional growth and technical excellence.
- Oversee the planning, permitting, design, and execution of site development, subdivision, and infrastructure projects from concept through completion.
- Provide quality control oversight for project deliverables and develop strategic responses to development plan review comments.
- Drive business development efforts by building and maintaining strong relationships with new and existing public and private sector clients.
- Lead proposal development, support strategic pursuits, and position the firm for continued market growth across Virginia Beach and surrounding regions.
- Facilitate interdisciplinary collaboration across teams to ensure seamless coordination throughout design review, permitting, and project delivery phases.
- Review and approve technical deliverables, requests for information (RFIs), and change orders to maintain project quality and consistency.
- Ensure project accuracy, budget adherence, schedule compliance, and alignment with local codes, regulations, and client expectations.
- Implement and maintain quality control processes that support efficient project execution and high standards of engineering performance.
- Bachelor’s degree in Civil Engineering required.
- Professional Engineer (PE) license required.
- Minimum of 10 years of experience in civil engineering with a strong background in site development, permitting, and infrastructure projects.
- Proven leadership experience with the ability to mentor teams, drive strategic initiatives, and manage multiple priorities effectively.
- Strong strategic thinking, problem-solving, and interpersonal skills with the ability to build trust across teams and client relationships.
- Excellent technical writing and verbal communication skills, with the ability to clearly present complex engineering concepts to clients, municipalities, and internal stakeholders.
- Demonstrated business development experience, including proposal writing, client relationship management, and identifying growth opportunities.
- Knowledge of Virginia’s permitting landscape, site development standards, and municipal jurisdictions is strongly preferred.
