General Summary
The City of Charlottesville Transit Department is seeking a qualified candidate to join our team as a Transportation Operations Supervisor who is highly motivated and who strives for success by demonstrating Charlottesville's Core Values of Commitment, Integrity, Respect, Innovation, and Collaboration. The preferred hiring range for this position is between $27.46 - $30.86 Hourly ($57,116.80 - $64,188.80 Annually). Starting offer is based on applicable education, experience, and internal equity. - The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Essential Responsibilities and Duties
- Supervises daily transportation operations through the use of various methods including telephone, radio, video, vehicle locating systems, direct observation, and data collection.
- Serves as primary point of contact for a variety of stakeholders. Addresses employee performance and division operational concerns. Communicates route changes and service interruptions.
- Responds to accidents/incidents, follows established procedures, and completes post-accident investigations and paperwork.
- Assists in the hiring and training of new staff. Performs scheduling and evaluation of subordinate staff. Initiates disciplinary action as required. Maintains attendance, performance, and other personnel records.
- Ensure that all operators are fit for duty, meet uniform and equipment standards and are in possession of proper licensing and certifications.
- Assists with development and implementation of written policies and procedures, forms, and training documents.
- Coordinates maintenance schedules as appropriate.
- Inspects buses for damages, required maintenance, and cleanliness.
- Checks weather and road conditions and considers alternative safe routing.
- Identifies potential safety hazards and reviews preventable accidents/incidents to provide feedback to be incorporated into daily operations procedures and training.
- Assesses employee satisfaction within the work place and actively seeks to make improvements wherever possible.
- Required to operate a bus as needed.
- Required to be on-call during assigned after-hours periods to address any emergency situations, including accidents, adverse weather and road conditions, and serious incidents.
- Performs related duties as needed.
- Reporting: Responsible for the collection and analysis of data from a variety of sources to produce required and ad-hoc annual and periodic reports and to seek out efficiencies.
- Route Development: Develops, evaluates, and implements routes and schedules.
- Training: Develops and delivers new hire, pre-service, and in-service training programs.
- Budget: Monitors the annual operational budget and makes recommendations for budgetary needs.
Education, Experience and Skills
Minimum Qualifications:
- Any combination of education and experience equivalent to a 2-year degree from an accredited college or university. (Minimally, possession of high school diploma or GED plus two years of highly relevant experience may be substituted as equivalent.)
- Minimum of 3 years of bus transportation experience.
- Minimum of 1 year of supervisory, training, or operations experience in the bus transportation field preferred.
- Must obtain a Class A or B Commercial Driver's License issued by the Commonwealth of Virginia by employment start date or within 6 months of hire. Depending on assignment, one or more of the following endorsements may be required:
- Air Brakes
- Passenger Bus
- School Bus.
- May require possession of a School Bus Trainer Certification within the first 6 months of employment and CPR and First Aid Certifications within the three (3) months of employment.
- City of Charlottesville Basic and Advanced Supervisory Training Courses (to be obtained within 12 months of hire if courses are available.)
- Ability to establish and maintain effective working relationships with other employees and the general public.
- Ability to operate transit vehicles safely and efficiently and to train less experienced operators regarding the same;
- Thorough knowledge of the geography of the service area and traffic laws or ability to obtain the knowledge;
- Ability to communicate effectively both orally and in writing;
- Ability to analyze data and prepare reports.
- Working knowledge of federal, state, and local laws and regulations pertaining to division's activities
- Ability to provide office support functions to include familiarity and experience with Microsoft Office, and the ability to learn and effectively use Division's systems and software;
- Ability to plan, organize, schedule, and direct the work of others.
Physical Conditions & Additional Information
All employees must satisfy the Virginia Department of Transportation Physical Assessment provided by the City before being hired. Employees are also required to be able to pass the DOT Physical Assessment at any given time during employment. Employees must also be able to satisfy the following physical requirements: Long periods of sitting; occasional overhead reaching and bending over; ability to secure a wheelchair safely on the bus.

SUMMARY OF EMPLOYEE BENEFITS Updated July 1, 2022 Benefits cited represent those for regular 40-hour employees and may differ for Management Level, Part-Time, and/or Library positions. Long-term temporary employees are eligible for all benefits except retirement. Interns, temporary, seasonal, substitute, and relief employees are not eligible for benefits. 1. LEAVE:

- Pension:
- Choose from two options:
- A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
- A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
