About the Role

We are seeking a Federal Proposal Specialist to lead and manage our federal proposal and pursuit efforts. This position is critical in driving successful proposal development, capture strategies, and teaming initiatives, ensuring our organization remains competitive within the federal AEC market. You will work closely with leadership, technical teams, and market sector leaders to craft winning proposals, coordinate pursuits, and strengthen our position with federal clients.

Key Responsibilities

• Proposal Leadership: Manage the full lifecycle of federal proposals and pursuits, including strategy, writing, teaming, and client presentations.
• Capture Planning: Develop pursuit matrices and coordinate sub-consultant outreach.
• Content Development: Write and develop resumes, past performance narratives, and SF330 sections.
• Quality Reviews: Facilitate Pink and Red Team reviews and incorporate lessons learned.
• Strategic Support: Collaborate with leadership to drive federal marketing and business development initiatives.
• Client Engagement: Assist with client debriefs to improve future pursuits and positioning.
• Teaming & Partnerships: Identify, evaluate, and secure federal teaming opportunities in collaboration with market sector leaders.
• Training: Mentor technical staff on federal marketing activities, including proposal writing and presentation skills.
• Resource Management: Maintain federal marketing resources, content libraries, opportunity tracking systems, and Deltek database.
• Brand & Compliance: Ensure all federal marketing materials meet company branding and compliance standards.
• Market Intelligence: Monitor federal procurement sources, lead Go/No-Go decision processes, and support additional market sectors as needed.

Minimum Qualifications

• Bachelor’s degree required.
• 5+ years of experience in the federal AEC industry strongly preferred.
• Proven track record managing federal proposals, including SF-330 submissions and TORNs for agencies such as DOD, GSA, etc.
• Proficiency with Adobe InDesign , Deltek , and the Microsoft Office Suite .
• Strong understanding of AEC marketing principles, proposal development best practices, and the Go/No-Go process.
• Skilled in SOQ/proposal production, both digital and print.
• Knowledge of federal AEC contracting, including FAR/DFARS , procurement processes, terminology, portals, and industry standards.

Physical Requirements

• Ability to sit at a desk and work on a computer for extended periods.
• Must be able to lift up to 15 pounds occasionally.
