Job Description and Duties

Under the general direction of the Collection Program Manager, this position is responsible for the administration and effective operation of Public Counter activities and desk collections. You have the responsibility for making determinations on complex collection issues. You are expected to effectively plan, organize, develop procedures, direct operations, provide training, allocate resources, and guide activities toward established goals. You ensure that your team’s performance supports the Bureau and Division business plans and departmental goals. You have final responsibility for your team’s productivity and product quality.

Working Conditions

  • This position requires 4 or more days in the office per week. It is designated office-centered and may be eligible for some remote work based on departmental guidelines and operational need.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

All Experience and Education relating to the Minimum Qualifications listed on the Classification Specification should be included to clearly demonstrate how you meet the Minimum Qualifications and Alternate Range Placement for the position on your State Application (STD Form 678).   • Working knowledge of the Accounts Receivable Management (ARM) Division programs
  • Experience in making determinations based on interpreting or applying provisions of the tax laws

  • Knowledge of Taxpayer Information (TI), Business Entities Tax Systems (BETS), Enterprise Tax System (ETS), and other Franchise Tax Board (FTB) information systems
  • Willingness to adjust work schedule to meet operational needs
  • Demonstrated excellent interpersonal skills and ability to work collaboratively with all levels of staff and management department-wide
  • Demonstrated ability to manage change, priorities, and deadlines, and make effective decisions
  • Ability to effectively present ideas and information both orally and in writing
  • Supervisory experience and/or lead experience
  • Experience providing feedback and developing staff
  • Independent and self-motivated with an emphasis on getting the job done
  • Demonstrated ability to manage and resolve conflicts
